Hanson <br />RE: Joint Powers Agreement for Recycling with Maintenance <br />Materials <br />Attached is a copy of a Joint Powers Agreement between Arden <br />Hills, Falcon Heights, Lauderdale, Little Canada, New Brighton, <br />Roseville, Ramsey County, Shoreview, White Bear Lake, Vadnais <br />Heights and White Bear Township. This Agreement was facilitated <br />by all the cities joining together in applying for a Government <br />Innovation and Cooperation Grant to purchase a large screen in <br />order to screen salt sand for re -use on city and county streets. <br />In the past, Little Canada has used Fra -Dor, Frattalone <br />Excavating's recycling operation, for the screening of its <br />materials. Fra -Dor has indicated that the price for this service <br />in 1995 will be in the $3 to $4 per ton range. <br />The County is proposing a $1.50 per ton charge for the recycling <br />of the salt sand. This would result in a minimum of 50% savings. <br />However, the City does not have to participate if we join in on <br />the Joint Powers Agreement. We will have the option to go either <br />way. The County believes that the $1.50 per ton is going to be <br />on the high side until we get through the first year of <br />operation. We will then be able to get more precise costs. The <br />County has indicated that after a year or two, they will start <br />looking at recycling sealcoat gravel and possibly using the <br />machine for mixing top soil for cities to use on boulevards and <br />in park areas. The cost for this is not known yet so the County <br />will not venture into doing that type of recycling at this time. <br />I recommend we enter into the Joint Powers Agreement since I <br />believe it would be in the best interest of the City to do so. <br />If you have any questions regarding this, please feel free to <br />contact me at your earliest convenience. <br />DBH:kpv <br />Enclosure <br />Page 13 <br />
