MAINTENANCE MATERIALS RECYCLING <br />JOINT POWERS AGREEMENT <br />The cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, <br />New Brighton, Roseville, Shoreview, White Bear Lake, Vadnais Heights, <br />the Town of White Bear and the County of Ramsey (Parties) hereby enter <br />into a joint powers agreement, pursuant to Minnesota Statutes Section <br />471.59, for the purpose of developing a road maintenance materials <br />recycling operation (Project). <br />WHEREAS, each of the Parties uses a variety of materials such as <br />sand for ice control, small gravel for sealcoat repair in summer, and <br />soil products for median, boulevard and park application; and, <br />WHEREAS, in the past, each Party has worked separately in <br />purchasing, using and disposing of these materials after use, often <br />using valuable landfill space at high taxpayer expense; and, <br />WHEREAS, the Project permits the Parties to work together to <br />re —use roadway materials which will result in a significant reduction <br />of costs and reduction of the use of landfill space; and, <br />WHEREAS, the ;parties received a 1995 State of Minnesota Board of <br />Government Innovation and Cooperation grant in the amount of $94,179.00 <br />to purchase equipment for initiating the project; and, <br />WHEREAS, the success of the Project shall require mutual <br />coordination and cooperation by and between the Parties to ensure the <br />most efficient and effective service; <br />1 <br />Page 14 <br />
