Mr. Wright is the owner of two existing <br />lots which face a thirty foot access parcel, which he also owns. <br />The proposal would reorient the two lots and the access parcel to <br />be two lots which face Costa Lane. <br />ANALYSIS <br />The proposal resubdivides three legal descriptions into two <br />buildable lots. The westerly lot (Lot 3 on the attached plan) <br />would have 77.4 feet of frontage on Costa Lane, and 13,855 square <br />feet in area. Lot 2 would have similar dimensions. The primary <br />issue is with Lot 1, the residual piece of the thirty foot access <br />parcel which fronts on Allan Avenue to the north. This lot would <br />not be buildable and should be combined with one of the adjoining <br />parcel. <br />One way of dealing with this situation is to require the <br />subdivision to be recorded with a covenant attached to Lot 1 <br />detailing the non - buildable status.
