Northwest Associated Consultants, Inc.
C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H
PLANNING REPORT
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: 5 April 1993
RE: Little Canada - David Wright Subdivision
FILE NO: 758.09 - 93.04
BACKGROUND
Mr. David Wright has applied for a subdivision for his property
along the new Costa Lane. Mr. Wright is the owner of two existing
lots which face a thirty foot access parcel, which he also owns.
The proposal would reorient the two lots and the access parcel to
be two lots which face Costa Lane.
ANALYSIS
The proposal resubdivides three legal descriptions into two
buildable lots. The westerly lot (Lot 3 on the attached plan)
would have 77.4 feet of frontage on Costa Lane, and 13,855 square
feet in area. Lot 2 would have similar dimensions. The primary
issue is with Lot 1, the residual piece of the thirty foot access
parcel which fronts on Allan Avenue to the north. This lot would
not be buildable and should be combined with one of the adjoining
parcel.
One way of dealing with this situation is to require the
subdivision to be recorded with a covenant attached to Lot 1
detailing the non - buildable status. This covenant could be lifted
by the City if it were to be combined with a parcel which would use
it for building expansion of an existing home, for instance.
5775 Wayzata Blvd. • Suite 555 St. Lot i • (612) 595- 9636•Fax. 595 -9837
Page 5
