MINUTES <br />PLANNING COMMISSION <br />MAY 11, 1995 <br />when the old garage comes down it is likely that it <br />will not be allowed to be rebuilt. <br />Mr. Carson recommended approval of the Conditional Use <br />Permit allowing more than one accessory building on a <br />property and allowing total accessory building area to <br />exceed 1,000 square feet as requested by Marco <br />Frattalone for property located at 2933 Centerville <br />Road subject to compliance with the recommendations of <br />the City Planner as contained in his report dated May <br />3, 1995. <br />Motion seconded by Schletty. <br />Motion carried 6 - 0. <br />HOUSING The City Planner reviewed his report on a proposed <br />VALUE Housing Value Ordinance which would address concerns <br />ORDINANCE raised by a recent request to move a small home into an <br />existing neighborhood. The Planner reported that the <br />City Council has asked that some regulations be put in <br />place which would require homes being moved in to fit <br />the character of the existing neighborhood. <br />Carson pointed out that the reverse could apply to <br />someone who wanted to build a large home in a <br />neighborhood of small homes. <br />Knudsen felt that the proposed Housing Value Ordinance <br />was fraught with subjectivity. Knudsen suggested that <br />the should the City establish an Executive District, <br />for example, criteria for that district should be based <br />on square footage or something easily measurable rather <br />than roof lines. <br />Schletty stated that this was an attempt to create <br />covenants for the entire City. <br />The Planner pointed out that the concern arises with <br />vacant lots in developed neighborhoods. The same <br />concerns which were voiced in conjunction with the Graf <br />proposal could occur in other locations in the City. <br />The Council felt that the City should have something on <br />the books to combat the problem. <br />Keis felt the only problem was opening up the City to <br />lawsuits.
