PRIMARY STREETS: Streets serving commercial, industrial <br />and /or manufacturing areas and /or connection points of major <br />traffic interest within the City. <br />RESIDENTIAL ACCESS STREETS: Streets providing access to <br />residents only and not serving business, commercial, industrial or <br />manufacturing areas and not connecting points of major traffic <br />interest. <br />SPECIFICATIONS: The directions, provisions and <br />requirements that are prepared for the project under consideration <br />and made a part of the contract. <br />SUB -BASE: The portion of the street lying between the <br />base and the subgrade. <br />SUBGRADE: That portion of the street which is the <br />foundation for sub -base, base and surface. <br />501.030. BUILDING PERMIT ISSUANCE. No building permits <br />will be issued for any construction with the City unless the <br />building site is located adjacent to an existing street which is <br />dedicated and maintained as a City street, or unless provision for <br />street construction has been made in full compliance with this Code <br />and in no case until grading work as provided herein has been <br />completed and certified to the Clerk by the City Engineer; except <br />that in isolated instances the Council may enter an agreement with <br />a property owner for special handling of an unusual situation which <br />agreement shall be recorded so as to run with the land affected. <br />501.040. REQUIREMENT OF BUILDING PERMIT. Before any <br />improvement, construction or alteration of any kind whatsoever is <br />undertaken within the limits of a right -of -way, the person <br />proposing such improvement, construction or alteration shall <br />procure a permit therefore from the City. <br />501.050. STREET IMPROVEMENT PETITION FORM. All requests <br />for street construction, improvement or re- construction shall be <br />initiated by a request to the Council upon a street improvement <br />petition form. The form of petition shall be available to the <br />public at all times at the office of the City Clerk or the City <br />Engineer. Such petition, when properly executed, shall be filed <br />with the City Clerk. <br />501.060. PRELIMINARY REPORT BY ENGINEER. Upon receipt of <br />a street improvement petition, the Clerk shall present same to the <br />Council. All such petitions, before being acted upon by the <br />Council, shall be referred to the City Engineer for preliminary <br />report as to feasibility of the improvement, as to whether it <br />should be made as proposed or in connection with some other <br />improvement, and as to the estimated cost. When the Engineer's <br />report has been received, the Council shall determine whether such <br />improvement is to be made and how it shall be financed. If the <br />Council determines that the improvement shall be financed by <br />assessment against benefited property, all further proceedings <br />Page 20 <br />
