c <br />c <br />301.030. <br />(A) Permits and Inspections. The issuance of permits and <br />conduction of inspections shall be as provided for in Chapter 3 of <br />the U.B.C., except that all plans for all new structures, other <br />than single family residential structures in a R -1 District, shall <br />be reviewed and approved by the City Council prior to issuance of <br />the permit. The issuance of building permits and permits within a <br />right -of -way shall be pursuant to Sections 501.030 and 501.040 of <br />the Little Canada Code. <br />(B) Fees. The schedule of permit fees shall be established <br />by resolution of the City Council and shall be kept on file in the <br />office of the City Administrator. <br />(C) Surcharge. In addition to the permit fee required by <br />Paragraph (B) above, the applicant shall pay a surcharge in the <br />amount fixed by state law. The amount required by law shall be <br />remitted quarterly, or monthly, to the Minnesota Department of <br />Administration. <br />(D) Signs. A permit shall be required for all wall signs, <br />pylon signs, roof signs, projecting signs and bill boards. <br />(E) Survey and Corner Stakes. The owner or developer of any <br />residential, commercial or industrial property being built upon <br />shall provide a survey of the subject property and have stakes in <br />place on the corners of each such lot for inspection purposes prior <br />to the inspection of the structure footings by the Building <br />Official. <br />(F) Driveways. Driveways for vehicular use shall be a <br />minimum width of 9 feet and shall be constructed of crushed rock, <br />bituminous cement of concrete. The design of, and the materials <br />used for, all driveways shall be in accordance with engineering <br />standards prepared by the City Engineer and approved by the City <br />Council for bituminous or concrete driveways only. <br />(G) Performance Bond for Exterior Improvements. In a case <br />where screening, landscaping or other exterior improvements to <br />property other than the principal building itself are required by <br />ordinances, plans and specifications as approved for a building, <br />other use of the property, or by appropriate Council resolution, a <br />performance bond shall be required as a condition precedent to the <br />issuance cf the building permit. The amount of such bond shall be <br />at least equal to, and shall not exceed, twice the amount of the <br />cost of such required improvements as estimated by the Building <br />Official with the exact percentage to be set by the Council. <br />301.040. VIOLATIONS AND PENALTIES. Any person violating any <br />provision of this ordinance shall be guilty of a misdemeanor and, <br />upon conviction thereof, shall be punished by a fine of not <br />Page 19 <br />
