MINUTES PLANNING COMMISSION MAY 11, 1995 not spend $20,000 to put together procedures to avoid a situation that is unlikely to happen. The Planner felt that the infill ordinance would address the Council's concerns. Carson pointed out that under that proposal, building permit applications would go directly to the Building Inspector unless the house is out -of- character with neighborhood. The Planner agreed. Knudsen pointed out that this would give the Building Inspector the ability to make a judgment call on a surrounding area. The Planner pointed out that the infill ordinance would provide a safety mechanism if the applicant did not like the call, that is, an appeal process. Mr. Knudsen recommended that the City move forward to adopt the infill ordinance option for addressing housing value concerns as recommended by the City Planner in his report dated May 3, 1995 Motion seconded by Carson. Motion carried 6 - 0. -MORATORIUM The City Planner reported that the moratorium in the IN B -3 City's B -3 Zoning Districts expires on June 1, 1995. DISTRICTS In addition to this moratorium, the City also has one development in the Rice Street TIF District. The City Planner submitted to the Commission a report addressing Little Canada /Rice Street planning and zoning issues. That report concludes with a recommendation to sever the connection between B -2 and B -3 District uses. Therefore, if a property is zoned B -3 and an applicant were interested in auto - related use, the applicant would have to request a rezoning to B -2. The Planner pointed out that there are auto - related uses, regional uses, and neighborhood uses all along Rice Street. Regional commercial falls under the 8-3 Zoning District while auto - related falls under B -2. Currently, all the uses allowed in the B -1 and 8 -2 Districts roll over into the B -3 District.
