MINUTES <br />PLANNING COMMISSION <br />MAY 11, 1995 <br />not spend $20,000 to put together procedures to avoid a <br />situation that is unlikely to happen. The Planner felt <br />that the infill ordinance would address the Council's <br />concerns. <br />Carson pointed out that under that proposal, building <br />permit applications would go directly to the Building <br />Inspector unless the house is out -of- character with <br />neighborhood. <br />The Planner agreed. <br />Knudsen pointed out that this would give the Building <br />Inspector the ability to make a judgment call on a <br />surrounding area. <br />The Planner pointed out that the infill ordinance would <br />provide a safety mechanism if the applicant did not <br />like the call, that is, an appeal process. <br />Mr. Knudsen recommended that the City move forward to <br />adopt the infill ordinance option for addressing <br />housing value concerns as recommended by the City <br />Planner in his report dated May 3, 1995 <br />Motion seconded by Carson. <br />Motion carried 6 - 0. <br />-MORATORIUM The City Planner reported that the moratorium in the <br />IN B -3 City's B -3 Zoning Districts expires on June 1, 1995. <br />DISTRICTS In addition to this moratorium, the City also has one <br />development in the Rice Street TIF District. The City <br />Planner submitted to the Commission a report addressing <br />Little Canada /Rice Street planning and zoning issues. <br />That report concludes with a recommendation to sever <br />the connection between B -2 and B -3 District uses. <br />Therefore, if a property is zoned B -3 and an applicant <br />were interested in auto - related use, the applicant <br />would have to request a rezoning to B -2. <br />The Planner pointed out that there are auto - related <br />uses, regional uses, and neighborhood uses all along <br />Rice Street. Regional commercial falls under the 8-3 <br />Zoning District while auto - related falls under B -2. <br />Currently, all the uses allowed in the B -1 and 8 -2 <br />Districts roll over into the B -3 District.
