MINUTES PLANNING COMMISSION MAY 11, 1995 structures along Rice Street which will be rebuilt, and suggested that property values along Rice Street are too expensive for developers to put up a shed. Knudsen felt that the larger issue is not necessarily land use, but aesthetics. The issue is not what is there, but rather what it looks like. Carson felt that businesses along Rice Street will survive or fail based on the type of business. The Planner felt that if aesthetics is the goal, that goal should be applied across - the - board. Knudsen asked if the businesses not in compliance with the City's standards would be forced to comply. The Planner replied that if a remodeling was proposed that met or exceeded 50% of the existing property value, the entire site would have to meet the City's performance standards. Schletty suggested that the Planning Commission and City Council are not thinking along the same lines. The City Planner pointed out that a workshop will be necessary between with Council, Planning Commission, and Park & Recreation Commission to discuss the Comp Plan update. The Planner also suggested that the Planning Commission attend the Council meetings at which the Comp Plan update is discussed. Knudsen expressed concern about limiting exteriors along Rice Street to brick given the existing development along the street. Garske pointed out the Ultimate Golf building, and suggested that someone ask what motivated them to locate on Rice Street and upgrade their building the way they did. Garske also pointed out that there may be good reasons not to have any additional auto - related development along Rice Street. However, no one has given the Planning Commission those reasons. Garske suggested that the Council have some additional discussions about the Comp Plan at their next meeting. The Commission can then review and discuss the Council's comments at their June 8th meeting. After Page 84
