MINUTES <br />PLANNING COMMISSION <br />MAY 11, 1995 <br />structures along Rice Street which will be rebuilt, and <br />suggested that property values along Rice Street are <br />too expensive for developers to put up a shed. <br />Knudsen felt that the larger issue is not necessarily <br />land use, but aesthetics. The issue is not what is <br />there, but rather what it looks like. <br />Carson felt that businesses along Rice Street will <br />survive or fail based on the type of business. <br />The Planner felt that if aesthetics is the goal, that <br />goal should be applied across - the - board. <br />Knudsen asked if the businesses not in compliance with <br />the City's standards would be forced to comply. <br />The Planner replied that if a remodeling was proposed <br />that met or exceeded 50% of the existing property <br />value, the entire site would have to meet the City's <br />performance standards. <br />Schletty suggested that the Planning Commission and <br />City Council are not thinking along the same lines. <br />The City Planner pointed out that a workshop will be <br />necessary between with Council, Planning Commission, <br />and Park & Recreation Commission to discuss the Comp <br />Plan update. The Planner also suggested that the <br />Planning Commission attend the Council meetings at <br />which the Comp Plan update is discussed. <br />Knudsen expressed concern about limiting exteriors <br />along Rice Street to brick given the existing <br />development along the street. <br />Garske pointed out the Ultimate Golf building, and <br />suggested that someone ask what motivated them to <br />locate on Rice Street and upgrade their building the <br />way they did. Garske also pointed out that there may <br />be good reasons not to have any additional auto - related <br />development along Rice Street. However, no one has <br />given the Planning Commission those reasons. <br />Garske suggested that the Council have some additional <br />discussions about the Comp Plan at their next meeting. <br />The Commission can then review and discuss the <br />Council's comments at their June 8th meeting.
