Submitted plans provide no detail as to the integration of planters or vegetative <br />landscaping along the front facades of the retail center. The architectural guidelines <br />encourage the use of planter boxes, hanging planters, or raised planter beds to add to <br />the attractiveness of pedestrian walkways and building entrances. The applicant should <br />consider implementing such features along with other proposed building facade <br />improvements. Any ground standing planters need to maintain a minimum 6 feet <br />walkway width. <br />As described earlier, the applicant should be encouraged to provide plans illustrating <br />the provision of consistent screening of the parking area across the extent of the site, <br />and the integration of landscaped parking islands throughout the site as well. <br />Signage. Details on individual tenant signage have not been provided, but installed <br />signs will need to adhere to sign design and location requirements as provided in the <br />architectural guidelines <br />Lighting. A lighting plan has not been submitted for review, however building <br />elevations illustrate new decorative lighting along the front extent of center buildings. <br />According to the Ordinance, the source of lights should be hooded and controlled so as <br />not to illuminate the adjacent right -of -way, and any light or combination of lights which <br />cast light on a public street shall not exceed one (1) foot candle (meter reading) as <br />measured from the center line of said street. <br />RECOMMENDATION <br />The proposed renovations to the Thunder Bay Plaza retail center are generally <br />consistent with the City's architectural guidelines. As such, our office recommends <br />approval of the architectural review permit subject to the following conditions: <br />1. The source of the exterior lights be hooded and controlled so as not to illuminate <br />the adjacent right -of -way. <br />2. The applicant provides a description of proposed landscaping features along the <br />front building facade. <br />3. Tenant signage meet signage criteria provided in the Architectural Guidelines <br />and the zoning ordinance. <br />4. The applicant provide site plans for review by City staff which illustrate parking <br />lot, screening, landscaping, and pedestrian /bicycle use improvements as <br />described in this report. <br />5. The City Engineer provides comment and recommendation in regard to grading, <br />drainage or utility issues. <br />3 <br />14 <br />
