LRIN6 ASSOCIAT ES
Memo
TO: Honorable Mayor & City Council Members
FROM: Lee Elfering, City Engineer
DATE: February 18, 2014
RE: Thunder Bay Plaza Retail Center
As requested in the City Planner's report we have reviewed the proposed improvements
relative to drainage and stormwater management for the site. Based on the submitted
material the only disturbance relative to site work will be for the removal and installation
of the sidewalk along the buildings. The City's stormwater ordinance does not regulate
impacts of less than 20,000 square feet and the impacts to the site do not appear to
meet that threshold. If our assumptions of the site impacts are not accurate and more
than 20,000 square feet is disturbed the project would need to be reviewed for
stormwater compliance.
We would recommend that as part of the landscaping portion of this project the
boulevard area between the paver sidewalk along Little Canada Road and the parking
lot be reviewed. Specifically the narrow area between the easterly most driveway and
the westerly most driveway. The grades in a portion of this area may require a small
retaining wall to allow for a more maintainable slope.
If you have any questions concerning this information, please call me at (763) 780 -0450.
10062 Flanders Court NE — Blaine, MN 55449 — Ph: (763) 780 -0450 Fax (763) 780 -0452
Memo•021014•CC (Thunder Bay Plaza)
15
