MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />Fischer asked if the property would be cleared. The City Administrator <br />reported the property would be cleared. He indicated that the architect for <br />the project has done an evaluation on whether or not it was feasible to <br />retain the 6,000 square foot building on the site that was constructed in <br />1993. Based on that evaluation, it was determined that retaining this <br />building was not feasible for several reasons that the Administrator <br />outlined. <br />The Administrator then reviewed the preliminary Public Works /Parks <br />Garage project in detail, including both the site plan and building plan. He <br />noted that the building is proposed to consist of just over 26,000 square <br />feet. The Administrator described the building elevations pointing out that <br />there will be doors on three sides of the building, and only windows on the <br />side abutting Montreal Courts. In describing the interior layout of the <br />building, the Administrator noted that all City equipment will be store <br />inside. The Administrator provided a breakdown of the interior uses <br />which include vehicle storage, wash -bay, offices, etc. There is also a salt <br />storage building proposed in the northwest comer of the site, which will <br />screen some minimal storage bins on the north side of the property. The <br />Administrator also indicated that the site will be extensively landscaped. <br />The Administrator noted that the drainage plan is still being worked on, <br />and installation of an infiltration system may be necessary. He indicated <br />that it was staffs opinion that the Public Works/Parks Garage project will <br />be a less intensive use on this site than the Brings use. <br />The Administrator noted that the site and building plans are preliminary at <br />this point, and the City will be holding an Open House within the next two <br />weeks seeking public input on the project. A notice of the Open House <br />will be published and will be mailed to property owners in the area of <br />2858 Centerville Road. <br />Fischer noted that the primary entrances to the site are both LaBore Road <br />and Centerville road. Fischer asked how many vehicles would be in and <br />out of the site on average. The Administrator listed the City's equipment <br />which includes two dump trucks, a street sweeper, a vactor truck, a <br />number of pick -ups, and mowers. The building has parking for 10 large <br />pieces of equipment and 11 smaller vehicles. The Administrator noted <br />that the City has 5 full -time employees in Public Works along with 2 part- <br />time seasonal employees. Parks has 2 full -time employees and <br />approximately 5 part -time seasonals. The Administrator did not see the <br />City's operation growing or changing substantially. <br />Barraclough asked why there is a need for a new Public Works/Parks <br />Garage. The Administrator noted that the need for a new facility has been <br />discussed for some time. A needs study was done in 2000 which <br />- 6 - <br />6 <br />
