MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />identified a number of code deficiencies on the building at that time. The <br />current Public Works Garage consists of 7,000 square feet, and the 2000 <br />needs study said that I0,200 square feet was necessary. The <br />Administrator pointed out that the 2000 needs study did not factor in <br />including the Parks Department in the building nor bringing all the City's <br />public works and parks storage needs under one roof. In addition to the <br />existing Public Works Garage at 7,000 square feet, the Parks Department <br />has 4,000 square feet, and the former Roseville Plumbing site is also being <br />used for public works storage. The Administrator again provided a <br />breakdown of the square footage of the proposed Public Works /Parks <br />Facility which totals 26,070 square feet. That building consists of about <br />18,000 square feet of storage area, plus a vehicle maintenance area, wash <br />bay, drive - through land, and small equipment storage area. <br />Barraclough asked about the loss of tax revenue on 2858 Centerville Road. <br />The Administrator indicated that he was not sure what the property taxes <br />had been on that property, but estimated $25,000 of which the City <br />receives only a portion. He noted that the existing Public Works Garage <br />would be sold and put back on the tax rolls. The Administrator also <br />indicated that Roseville Plumbing will eventually be a part of a <br />redevelopment project in this area and will be back on the tax rolls. <br />The Administrator reported that the total estimated cost of the Public <br />Works /Parks Facility is $4 million including land. He noted that a couple <br />of years ago the D & T Trucking site was on the market for $4 million. <br />That facility was mentioned as a possible location for Public Works and <br />Parks; however, the layout of the building was not as efficient as what is <br />being proposed. Also, the D & T Trucking building had 7,000 square feet <br />of office space which is more than needed by the City for this use. The <br />Administrator indicated that the new Public Works/Parks Facility as <br />designed will provide for the City's needs far into the future. He also <br />noted that a Design Review Committee has been in place developing the <br />site and building plan proposals. <br />Schwalbach noted that the action before the Commission this evening is to <br />determine whether or not the rezoning proposal meets the criteria under <br />the Code for a rezoning. The Planner replied that that is correct. <br />Fischer asked if the Commission would review the project proposal or if <br />that review is not necessary provided the project meets the Code. The <br />Administrator indicated that there may be a need to process a Conditional <br />Use Permit for the storage bins. The Administrator reported that the <br />architect for the project has been told that the project must comply with <br />Code and there can be no variance requests. <br />- 7 - <br />7 <br />
