MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />Schwalbach asked about landscaping and lighting. The Administrator <br />reported that lighting will not spill over the property line. He also <br />indicated that landscaping will be discussed at the Open House to <br />determine what the neighborhood wants. <br />Duray asked if the project fit within the City's Comprehensive Plan. The <br />City Planner pointed out that the nature of the use is similar to what is <br />allowed under the I -P Zoning. Therefore, the Public Works /Parks Garage <br />use is consistent with the Comp Plan. <br />Fischer supported the consolidation of the City's operations into a <br />common building. He pointed out the efficiencies of the building design <br />with the drive- through capability, and the benefits of having City <br />equipment stored indoors. Fischer noted that the City is working hard to <br />make the building aesthetically pleasing for the neighborhood. <br />Maleitzke recommended approval of the Rezoning of 2858 Centerville <br />Road from Industrial -Park District (I -P) to Public District (P) for future <br />Public Works /Parks Garage subject to the recommendations contained in <br />the City Planner's report dated February 7, 2014. <br />Motion seconded by Schwalbach. <br />Motion carried 7 — 0. <br />AMEND The City Planner reviewed his February 7, 2014 report relative to <br />ZONING Amendments to the Zoning Code to decrease the maximum number of <br />CODE — Outdoor Retail Auto Sales Licenses from four to three as well as to <br />OUTDOOR clarify the that Outdoor Retail Auto Sales are allowed by Conditional <br />RETAIL Use Permit in the B -2, B -4, and 1 -1 Zoning District. With regard to <br />AUTO SALES the clarification, the Planner indicated that there were some references <br />LICENSES in the Code about the B -3 District relative to Outdoor Retail Auto Sales <br />Licenses, and this use is not allowed in B -3. Therefore, the proposed <br />amendment would delete these references. With regard to the reduction in <br />the number of Outdoor Retail Auto Sales Licenses, the City Planner <br />indicated that there are currently three active licenses. Given that there <br />have been code enforcement issues with Outdoor Retail Auto Sales <br />Licenses, the Planner indicated that the thought was to lower the <br />maximum number of licenses allowed to the three. The existing licenses <br />holders would not be impacted by this change. <br />Duray asked about the code enforcement issues relative to Outdoor Retail <br />Auto Sales Licenses. The City Planner reported that there have been a <br />variety of code enforcement issues with both Outdoor Auto Sales and <br />- 9 - <br />9 <br />
