MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />Duray reported that he spoke with the former owner of the property who <br />indicated that there were 30 to 40 semis in and out of the Brings operation <br />on a weekly basis. There were times when these semis sat on the site for <br />long periods of time with diesel engines idling. Duray indicated that the <br />City's traffic in and out of the site should be much less intense. Duray <br />also noted that a suggestion that the former owner had was to not orient <br />the City's operation toward Montreal Courts. The Administrator pointed <br />out there will be no doors on the side of the building facing Montreal <br />Courts. The Administrator indicated that the City's goal is that the Public <br />Works/Parks operation will exist as a good neighbor. <br />Murphy asked why the need to rezone to Public (P) District. The City <br />Planner reported that the Zoning Code requires that Public uses exist in the <br />Public Zoning District. He further noted that the Public District addresses <br />the unique aspects of public uses. The Planner pointed out that even <br />though the property will be zoned Public, and the use will be Public, the <br />nature of the City's use has elements similar to the Industrial -Park (I -P) <br />District. <br />Shawn Hipp and Nancy Novak, adjacent property owners on Centerville <br />Road, appeared before the Commission. Novak agreed that the City's <br />proposal is an overall improvement to how this property has been used. <br />Novak stated that her questions had to do with noise and traffic from the <br />public works /parks operation as well as hours of operation. Novak noted <br />that there was no traffic in and out of Brings on the weekends, except for <br />Sunday nights. <br />The City Administrator indicated that the City's public works /parks <br />operations are generally Monday through Friday, 7 a.m. to 3:30 p.m., <br />except in the case of snow storms and emergency call -out situations such <br />as watermain breaks. The Parks Department has some summer weekend <br />hours for parks clean -up, etc., and small trucksters are used for this type of <br />work. <br />Hipp asked if the Public Works /Parks Garage project had any impact on <br />the need to move Centerville Road. The City Administrator replied that it <br />did not. He indicated that the Centerville Road pavement is not centered <br />in the road right -of -way. The ideal situation would be to center this <br />pavement so that there was room for a sidewalk improvement within the <br />right -of -way which would allow the extension of existing sidewalk on <br />Centerville Road to Pioneer Park. Property owners along Centerville <br />Road have been contacted about dedicating easements for the sidewalk, <br />but they are not agreeable to doing so. <br />- 8 - <br />8 <br />
