Hanson <br />The Little Canada Recreation Association's overall charitable gambling efforts ended in a loss of <br />$2,726.20 fbr 2013 (7 months showed losses while 5 had a profit). Based on the City's <br />Ordinance addressing 10% payments, organizations are given credit for months in which they <br />sustain a loss. Based on this provision, LCRA would not be required to pay any 10% money for <br />2013, therefore, LCRA had an overpayment of $2020.54. It should be noted that based on this <br />same ordinance provision, LCRA overpaid its 2012 10% Fund donation by $330.48. That <br />overpayment was carried forward in 2013 allowing LCRA to use it as a credit against 2013 10% <br />Fund payments. <br />It is my understanding that LCRA is scrutinizing its gambling operation looking for ways to <br />reduce expenses and increase revenue. If their ratio of expenses to profit does not improve, <br />LCRA's gambling license will be in jeopardy from the State. <br />In order to clear the books, so to speak, it is staff's recommendation that LCRA be refunded its <br />2012 and 2013 10% Fund overpayments at this time in the amount of $2,351.02 (2012- $330.48 <br />and 2013- $2020.54). This would begin 2014 without the carry- forward credit. <br />
