515 Little Canada Road, Little Canada, MN 551.17 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.cilittle-canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of City Council
FROM: Bill Dircks, Public Works Superintendent
DATE: February 20, 2014
RE: Water Tower Refurbishment
MAYOR
Bill i3lesener
COUNCIL
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
The Little Canada water tower is a 1.5 million gallon hydropillar -style tank that was built
in 1977. It was repainted in 1989 and those coatings have held up until now. Twenty -
five years is a very long time for coatings to hold up so the City was very fortunate that it
worked out as well as it did. But the time has come to refurbish the tower to ensure that
it remains in good condition.
The tower has been inspected numerous times over the past 15 years and the most recent
inspection included the following work that needs to be completed on the tower.
- Blast and re -paint the interior wet surface of the tank
Spot repair and paint areas as needed of the dry interior surface of the tank
- Pressure wash and overcoat the entire exterior of the tank, including spot repairs
as necessary
Blast and re -paint the pit piping
- Various miscellaneous repairs to meet OSHA and AWWA standards
The fact that the exterior surface only needs an overcoat is very good news. This means
the tower does not have to be rigged up to contain the material that would be sandblasted
off and that reduces the price dramatically. An overcoat should last another 15 -20 years
and then the exterior will require a full blast and re- paint. The current coating has faded
and mildew has started to form on the underside of the bowl. The plan is to use a similar
color as is currently on the tower and change the lettering on top a little bit so it is not just
block lettering. Staff is working on incorporating the new letterhead logo into the design.
The interior wet surface is the area inside the tank where the water is stored. It has
shown some signs of deterioration but has held up well. That is likely due to the good
1
