work done by the contractor in 1989 and the fact that the City uses St. Paul water, which <br />is softer and contains less sediment than traditional well water. <br />The interior dry coating has held up well and is still original from when the tower was <br />built. There was some spot repair in 1989 but it remains is good shape. There is lead <br />present in the paint on the interior dry surface so extra precautions will have to be used to <br />properly remove and contain that paint that is removed. Qualified contractors are well - <br />trained in the removal of lead paint. <br />The miscellaneous repairs include a new mesh screen at the end of the overflow pipe, a <br />new hatch for the 30" riser pipe, the installation of cable -type fall prevention devices on <br />the staggered ladders, reinstallation of a loose tie rod under the bowl in the dry interior, <br />replacement of burned out light bulbs, installation of a new frost -free vent, and the <br />installation of LED aviation lights on the roof. All of these repairs coupled with the new <br />paint should put the tower in a good position for the next 15 -20 years. <br />The City of Roseville will also be refurbishing a water tower in 2014 so the two cities <br />have been working on this together since they will potentially need to rely on each other <br />for water while the respective towers are out of service. Only one tower will be worked <br />on at a time. Staff thought that combining the two towers could gain some economies of <br />scale but multiple firms have said that the pricing would be the same since the equipment <br />has to be moved and rigged either way, even if it is only a few miles. Roseville and Little <br />Canada had conversations with both of the firms discussed below. Some were joint <br />meetings and some were separate, but both cities have shared information throughout the <br />process. <br />There are many different ways to complete this type of work for a water tower. There is <br />traditional design - bid -build where a consulting engineering firm prepares plans and <br />specifications, advertises for bids, and then awards the contract to the lowest responsive <br />and responsible bidder. There is design -build where a consulting engineering firm <br />partners with a designated contractor to complete the work and avoid the bidding process. <br />State statute allows for this model to he used on water tanks even though the price <br />exceeds $100,000. And there is a lifetime contract opportunity where the City pays an <br />annual fee and a contractor takes over all maintenance of the tower for the rest of its life. <br />All of these options have pros and cons and after checking with other cities and <br />performing additional research staff decided that the design -build option makes the most <br />sense for the City's water tower. <br />SEH Engineering is located in Vadnais Heights, MN and has been performing design - <br />build projects for over 8 years. In that time SEH and Classic Protective Coatings <br />(Menominee, WI) have partnered to complete numerous tanks. They know what they are <br />doing and Classic is very highly regarded for their work on water towers. The design - <br />build option also includes additional work during the five or ten -year contract. The tank <br />is inspected annually and any necessary spot repairs are completed at that time. The tank <br />is pressure washed in year five and year ten if it is a ten -year contract.
