ASSESSMENT <br />HEARING - <br />IMP. NO. <br />2013 -19 <br />McMENEMY <br />ROAD <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 13, 2014 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 13th day of <br />March, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Acting Mayor Rick Montour called the meeting to order at 6:00 p.m. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ABSENT: <br />ALSO PRESENT: <br />Acting Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mayor <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mr. Bill Blesener <br />Mr. Joel R. Ilanson <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />Acting Mayor Montour opened the Public Hearing to consider adoption of <br />assessment for the improvement of McMenemy Road (from County Road <br />B to Viking Drive) by full reconstruction including concrete curb and <br />gutter and an upgraded storm sewer system along with maintenance and <br />improvement of existing sanitary sewer and watennain system. <br />The City Engineer reported that this is a City of Maplewood project and <br />that a portion of Little Canada along the west side of McMenemy Road <br />south of Highway 36 has been included in the project. The Engineer <br />reported that the City of Maplewood cannot assess Little Canada <br />properties. The cost to the City of Little Canada for this project is <br />$243,000, and Little Canada is assessing $61,987.50, or 25.5% of its costs, <br />to the benefitting Little Canada properties. The total project cost is about <br />$4.5 million. <br />The Engineer reported that it is typical for Little Canada to assess the cost <br />of a project once the project has been completed. He noted, however, that <br />the City of Maplewood assessed in advance, and Little Canada is <br />following suit in this case. The Engineer also pointed out that the <br />proposed assessment costs are at the cap for what Little Canada assesses <br />
