Therefore, the assessments will not change for <br />the property owners even after final costs are determined. <br />The City Engineer then reviewed assessment payment methods which <br />provide for payment (either in full or part) with no interest within the first <br />30 days after the assessment is adopted, or allowing the assessment to be <br />certified against property taxes for collection over a 10 year period at an <br />interest rate of 4.75 %. The Engineer noted that after certification <br />assessments can be paid off early to the County at any time. He <br />suggested, however, that payments should be made prior to November 15th <br />in the given year or the County will add the next year's interest to the <br />balance. <br />The Engineer then noted that there are options for deferral of assessments <br />based on a number of circumstances. He noted that assessments that are <br />deferred will accrue interest. There is also the option for a developmental <br />deferral for undeveloped property. Again, interest would accrue on the <br />deferred assessment amount. <br />The City Engineer then reviewed the assessment roll. <br />The City Administrator reported that if property owners wish to object to <br />their assessment, they must submit a written objection this evening. This <br />will then preserve their right to contest their assessment to District court. <br />There was no one present wishing to submit an objection. <br />Montour asked about project management and how that will be handled <br />for Little Canada residents. The City Engineer indicated that the City of <br />Maplewood will have an on -site inspector and Little Canada property <br />owners will be given that telephone number. The Engineer also stated that <br />Little Canada property owners can also contact him if they are having <br />issues that need attention. The City Administrator added that the <br />MeMenemy Road property owners can contact City Hall as well with any <br />issues or concerns. Montour suggested that a letter be sent to the <br />McMenemy Road property owners with contact information. The <br />Engineer indicated that he would send this letter. <br />The property owner at 2191 MeMenemy Road reported that her yard <br />drops off from the street and asked the impact of the improvement on <br />grades as well as asked if there would be additional costs for fill, tree <br />removal, etc. It was reported that the City of Maplewood held a design <br />meeting to review impacts from the street improvement. The McMenemy <br />Road property owners reported that they were not notified of this meeting. <br />The City Engineer reported that there will be no additional costs for fill, <br />etc. He indicated that the only additional cost would be if the property <br />2 <br />
