MINUTES <br />CITY COUNCIL <br />MARCH 12, 2014 <br />in the area of Rice Street and County Road C that have resulted in bolts <br />rusting and letting loose on the water main. <br />The Administrator reported on the survey that City staff did comparing <br />water and sewer rates of other cities. He noted that compared with <br />communities that do not purchase water from St. Paul Water, Little <br />Canada's rates appear high, but noted that this water is treated and <br />softened and of high quality. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -3 -49 — ADOPTING THE 2014 WATER AND <br />SEWER BUDGETS AND APPROVING THE FOLLOWING WATER <br />AND SEWER RATES FOR 2014: <br />SEWER MINIMUM $50.00 <br />SEWER USE RATE PER 1,000 GALLONS $3.58 <br />(Based on water usage) <br />WATER WINTER RATE PER 1,000 GALLONS $3.10 <br />WATER SUMMER RATE PER 1,000 GALLONS $3.21 <br />WATER SERVICE FEE $12.60 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />EASEMENT — The City Administrator reviewed his March 7, 2014 report relative to <br />ST. JOHN'S the City's need to acquire a sidewalk and turn lane easement from St. <br />CHURCH John's Church. The Administrator noted that the City obtained an <br />appraisal of the needed property which resulted in a value determination <br />for the easements and damages to trees of $12,800. St. John's felt the <br />value may be low and commissioned their own appraisal which resulted in <br />a value determination of $17,200. The Administrator reported that the <br />difference between the two appraisals is that the City's appraiser <br />determined the highest and best use if St. John's was not there would be <br />residential. St. John's appraiser used commercial as the highest and best <br />use given that St. John's was assessed at the commercial rate for the Little <br />Canada Road improvement. The Administrator reported that he met with <br />Father Thomas Balluff and Business Administrator Deb Langlois and <br />explained that the commercial designation for the assessment was a <br />reflection of traffic counts generated by a property and not land use. The <br />Administrator pointed out that given the property location and the City's <br />Comprehensive Plan, it is unlikely that this property would be developed <br />as commercial property if St. John's were not there. <br />4 <br />
