MINUTES <br />CITY COUNCIL <br />MARCH 12, 2014 <br />Keis suggested that the sidewalk was the City's responsibility. The <br />Administrator agreed that the bulk of it was, but indicated that the <br />retaining wall could be Bongine's responsibility. The Administrator <br />indicated that additional evaluation of needed sidewalk improvements will <br />be done when the snow melts. The Administrator stated that no action is <br />necessary this evening, and he will bring an additional report to the <br />Council at an upcoming meeting. <br />VETERANS The Administrator reported that the Parks Consultant has prepared a <br />MEMORIAL $15,000 grant application for submission to the Cultural Heritage Fund for <br />PROJECT the Veterans Memorial project. The Administrator indicated, however, <br />that this is a competitive grant program with limited funds. <br />The Administrator noted that the grant application includes an updated <br />budget for the Veterans Memorial project. He pointed out that the <br />estimated budget has increased from $75,000 to approximately $140,000. <br />The Administrator reported that the Veterans Memorial Committee <br />discussed the revised budget at their meeting on Monday evening, and the <br />consensus was that an increase in fund - raising efforts is necessary. The <br />Administrator reported that a mailing went out to City businesses asking <br />for donations, and only 7 responses were received. The Committee feels <br />that another contact should be made with businesses as well as follow -up. <br />The Administrator noted that earlier this year the Council indicated that <br />the project could move forward since half of the funding was obtained. <br />However, given the increased budget amount, that is no longer the case. <br />The Administrator stated that it would be his recommendation that the <br />project not move forward this spring as discussed given it is no longer <br />funded to the half-way point. Keis agreed. Keis asked if the Committee <br />discussed reducing the scope of the project. <br />Montour, a member of the Veterans Memorial Committee along with <br />Boss, indicated that the Committee agreed that they must increase their <br />fund - raising efforts. While it had been their hope that the project would <br />begin in May and would be complete by November, the Committee <br />realizes that a new schedule is necessary. Montour indicated that the <br />scope of the project may change, but the Committee wanted the <br />opportunity to first increase fund - raising efforts. There was also <br />discussion about approaching the Parks & Recreation Commission and <br />asking for dollars from the Park Acquisition Fund to be used for this <br />project. This will be an agenda item at the next Commission meeting. <br />Montour also noted that the City had committed to the cost of the concrete <br />walkway and parking at a cost of $32,500.
