MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2014 <br />staff's recommendation. They also confirmed that watcrmain should he <br />part of the project. <br />The Council discussed whether or not the improvement should be <br />reconsidered for construction in 2014. The Administrator pointed out that <br />the City would not want to bid this project too late in the process given the <br />impact that could have on bids. After discussion of this issue, it was the <br />consensus of the Council that a mailed survey should be done to determine <br />whether or not there was property owner support to proceed with the <br />improvement. The Administrator indicated that he would bring the results <br />of that survey back to the Council for consideration. <br />PERSONNEL The City Clerk presented proposed amendments to the City's Personnel <br />POLICY Policy which replace the Vacation and Sick Leave policies with Paid Time <br />AMENDMENTS Paid Time Off (PTO) as was approved by the Council earlier this year. In <br />addition, the Clerk noted the proposed policy enacting a self - insured Short <br />Term Disability (STD) program which when used in conjunction with <br />PTO will bridge employees to Long Term Disability (LTD), if necessary. <br />The Clerk also reviewed the amendment proposed to the Severance Pay <br />policy, which modifies that policy relative to a reduction in severance pay <br />should employees convert a portion of their deferred sick leave balance to <br />PTO as provided for in the PTO policy. The Clerk also proposed a <br />housekeeping amendment that clarifies that Opt -Out is available only for <br />family health insurance, and recommended that LTD coverage be required <br />for all employees accruing benefits. <br />Blesener felt that the conversion from Vacation and Sick Leave was a <br />good one. McGraw agreed, but indicated that he did not support the <br />Severance Pay portion of the policy. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -2 -36 — ADOPTING THE PERSONNEL <br />POLICY AMENDMENTS AS PROPOSED BY THE CITY <br />ADMINISTRATOR IN HIS REPORT DATED FEBRUARY 7, 2014 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />OFFER TO The City Administrator reported that the City has received an offer to <br />PURCHASE purchase 3046 LaBore Road for $110,000, subject to satisfactory title <br />3046 review and payment of 2014 property taxes.
