MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2014 <br />RECOMMENDED BY THE CITY ENGINEER SUBJECT TO THE <br />APPROVAL OF THE CITY ATTORNEY, AND AUTHORIZING THE <br />MAYOR, ACTING MAYOR, AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />SCHLETTY The City Administrator noted that at the recent Improvement Hearing for <br />DRIVE Schletty Drive (south of Little Canada Road), the Council acted to not <br />IMPROVEMENT proceed with the improvement given concerns that were expressed relative <br />to the watermain portion of the improvement. The Administrator pointed <br />out that there appeared to be support for the improvement at the <br />neighborhood meeting that was held prior to the Improvement Hearing. <br />The Administrator stated that based on the discussion that occurred at the <br />Improvement Hearing, the City Engineer put together some additional <br />assessment scenarios which the Administrator reviewed. He noted that the <br />original assessment for the project had the street being assessed at the cap <br />of $65.25 per front foot for an average of $6,408.50 and the watermain <br />averaging $7,100. Given the discussion of the fact that several properties <br />were allowed to connect to water from Little Canada Road which reduced <br />the number of properties available to assess, the Engineer looked at <br />alternatives to equalize the assessment. Therefore scenario 2 maintained <br />the street assessment, but resulted in a reduced watermain assessment of <br />just over $6,000. The Engineer then looked at eliminating the watermain <br />portion of the improvement and proceeding with a rehabilitation of the <br />street. That resulted in a street assessment averaging just over $5,100. <br />The Administrator noted that the rehabilitation could still be coupled with <br />the watermain improvement, with street costs at just over $5,100 and <br />watermain at just over $6,000. <br />The Administrator felt that the third scenario, including the watermain <br />portion of the improvement, is equitable and the assessment level can be <br />supported. Again, this scenario equalizes the assessment for the <br />watermain based on Little Canada Road connections, and provides for a <br />street assessment of just over $5,100 and watermain of just under $6,100. <br />He noted that there was discussion at the assessment hearing relative to the <br />need to replace all the curbing. The Administrator indicated that the City <br />Engineer is recommending that all the curbing be replaced so that the <br />appearance is uniform and in order to blend in some grade changes that <br />need to occur as part of the street improvement. The Administrator stated <br />that given cap rates are in effect, the curbing costs do not have much of an <br />impact on the assessment amounts. The Council was in agreement with <br />11 <br />
