MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2014 <br />BOND SALE - <br />PUBLIC <br />WORKS /PARKS <br />PROJECT <br />Hromatka then reviewed the list of NYFS partnerships, which include the <br />15 member communities, school districts, various non - profits, the faith <br />and the business community. <br />Blesener noted an article in the newspaper which addressed the increasing <br />salary gap between those people with high school and college educations. <br />Blesener agreed with the importance of education, and commented that <br />while not everyone can or wants to attend college, a trade school <br />education is very important as well. Blesener asked about after- school <br />activities and how NYFS transports children to and from these types of <br />programs. Hromatka stated that the biggest barrier to after - school <br />program opportunities is transportation. He indicated that NYFS has two <br />vans that transport children and they are hoping to obtain a third. Most of <br />these opportunities are currently located in the Shoreview area, but NYFS <br />is looking to expand. He noted that they are currently working with the <br />Roseville School District on a Federal grant that would be used to expand <br />after - school programs. <br />Blesener asked about the Tree House organization. I-lromatka stated that it <br />is his understanding that this is a good program and works with youth to <br />help support education and social skills. I- Iromatka thought that there was <br />a religious affiliation relative to this program. <br />Hromatka thanked the Council for the opportunity to address them this <br />evening. <br />The City Administrator that prior to consideration of the sale of bonds to <br />finance the City's Public Works /Parks Garage proposed to be constructed <br />at 2858 Centerville Road, he would provide some background on the <br />project. The Administrator reported that at a special meeting held on <br />February 7`h, the members of the City Council that serve on the design <br />review committee reported that the initial building size estimate was too <br />small. This determination was reached in conjunction with our Architect <br />and Construction Manager and touring other similar buildings in our area. <br />The Administrator explained how that initial estimate was arrived at which <br />used a needs study done in 2000 and added in additional space to add the <br />Parks Department to the project as well as space for off -site storage that <br />the City has at the former Roseville Plumbing property. Based on an <br />initial building size estimate of 20,000 square feet, a preliminary cost <br />estimate of $2,500,000 was arrived at. That plan did not plan for <br />dedicated maintenance and wash bays taking up 4,825 square feet. It also <br />did not plan for the "drive- through" lane adding another 4,000 square feet <br />to the building size. <br />3 <br />
