MINUTES <br />CITY COUNCIL <br />FEBRUARY 12, 2014 <br />McGraw asked if the upgraded bond rating had an impact on the bids. <br />Ruff replied that it did, and noted that the City received bids from around <br />the country. <br />The City Administrator clarified that as part of the budgeting process, <br />there will be an annual levy proposed for debt service payment for the <br />bonds. However, that levy will be eliminated each year and depreciation <br />funds will be used for debt service payments. The elimination of that <br />portion of the levy for debt service payment is historically how the City <br />has handled previous bond issues. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -2 -28 — PROVIDING FOR THE ISSUANCE <br />AND SALE OF $3,400,000 GENERAL OBLIGATION BONDS, <br />SERIES 2014A AND PLEDGING NET REVENUES FOR THE <br />SECURITY THEREOF AND LEVYINGA TAX FOR THE PAYMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Ruff presented the Council with a plaque announcing the City's upgraded <br />bond rating. <br />The City Administrator recommended that a neighborhood meeting be <br />held to review draft site and building design plans for the Public <br />Works /Parks Garage. He indicated that the design review committee will <br />be meeting tomorrow, and suggested that the Council give the committee <br />the authority to set the date and time of the neighborhood meeting. At that <br />meeting, the Construction Manager and Architect should be able to <br />determine when the appropriate draft plans will be ready for neighborhood <br />review. The Administrator indicated that a notice of the meeting will be <br />published so that the full Council can attend. The Administrator hoped <br />that the meeting could be set for the next 10 to 14 days. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -2 -29 — AUTHORIZING THE PUBLIC <br />WORKS /PARKS PROJECT DESIGN REVIEW COMMITTEE TO SET <br />A NEIGHBORHOOD MEETING FOR REVIEW OF THE PROJECT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />7 <br />
