NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 763.231 .2561 planners@nacplanning.com <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 4, 2014 <br />RE: Little Canada - Verizon Wireless Communication Tower: CUP <br />FILE NO: 758.10 - 14.05 <br />Background and Analysis <br />Verizon Wireless has requested a conditional use permit to allow the construction of a <br />monopole communication tower and cellular antenna upon a 2.5 acre, City owned site <br />located north at 53 South Owasso Boulevard West. The tower is proposed to measure <br />140 feet in height. In conjunction with the tower construction, a 360 square foot (12' x <br />30') equipment building has also been proposed at the base of the tower. <br />Two storage buildings, each measuring 3,200 square feet in size, presently exist upon <br />the subject site. The proposed tower and equipment building are proposed to be <br />located along the east property line of the site. <br />The subject site is zoned 1 -1, Light Industrial within which towers and antennas are <br />allowed by conditional use permit. <br />Issues Analysis <br />Conditional Use Permit Evaluation Criteria. In consideration of conditional use <br />permit requests, Section 921 of the Zoning Ordinance directs the Planning Commission <br />and City Council to consider the proposed conditional use. Their judgment must be <br />based upon, but not limited to, the following factors: <br />1) The applicant shall demonstrate by clear and convincing evidence that the <br />proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />
