MINUTES <br />CITY COUNCIL <br />APRIL 9, 2014 <br />Keis asked if there were any problems policing casual use of athletic field <br />facilities. The Director reported that there has not, and noted that the <br />soccer fields are posted that that are to be used by permit only. This <br />provides the City with the ability to deal with large, casual groups using <br />the fields during wet conditions. <br />McGraw asked how many tournaments that the City is running each year. <br />The Director indicated that the City runs two, and others are run by the <br />approved groups listed in the guidelines. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -4 -69 — ADOPTING THE ATHLETIC FIELD <br />USE GUIDELINE AS RECOMMENDED BY THE PARKS & <br />RECREATION COMMISSION WITH THE CLARIFICATION <br />RELATIVE TO MAINTENANCE, CLEAN -UP, TRASH <br />COLLECTION AND THE ABILITY TO CONTRACT THIS SERVICE <br />WITH THE CITY <br />'Fhe foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PARK LAND The Director reported that a component of the Veterans Memorial project <br />ACQUISITION involves the extension of a trail through the area. hIe indicated that a <br />FUND trail in this area along Round Lake has always been part of the City's trail <br />plan. Given that, there was discussion at the Veterans Memorial <br />Committee meeting about the City's funding of the trail, in addition to the <br />parking and sidewalk improvement that the City has already committed to. <br />The Director indicated that the Parks & Recreation Commission has <br />discussed the funding of this trail segment with Park Land Acquisition <br />Funds. Estimated cost of the trail is $35,000. <br />Keis asked if the trail work was included in the Veterans Memorial Park <br />budget. He also stated that it was his recollection that cost of the parking <br />and sidewalk work was in the area of $24,000. <br />The Director indicated that given the trail work was always planned for <br />this area, the request is for City dollars to fund that portion of the Veterans <br />Memorial. Again, the Parks & Recreation Commission has offered the <br />funding from the Park Land Acquisition Fund. <br />McGraw stated that it was his understanding that the City was funding <br />three parking spaces for the Veterans Memorial project.
