MINUTES <br />CITY COUNCIL <br />APRIL 9, 2014 <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -4 -67 — AUTHORIZING THE PUBLIC <br />WORKS -PARKS GARAGE PROJECT ARCHITECT TO PROCEED <br />WITH DESIGN DEVELOPMENT BASED ON THE REVISED <br />DRAWING INCORPORATING THE $372,000 OF REDUCTIONS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -4 -68 — INCREASING THE PUBLIC <br />WORKS -PARKS GARAGE PROJECT BUDGET BY $500,000 WITH <br />THAT ADDITIONAL FUNDING TO COME FROM THE WATER & <br />SEWER CAPITAL REPLACEMENT FUND <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ATHLETIC The Parks & Recreation Director presented the Council with a proposed <br />FIELD Athletic Field Use Guideline. He noted that a guideline had been <br />USE to the Council several months ago and at that time the Council indicated <br />GUIDELINE their desire for a more detailed guideline. The Director noted that the <br />review committee revisited this topic and developed the guideline which is <br />before the Council this evening. The guideline was also reviewed and <br />recommended for approval by the Parks & Recreation Commission. The <br />Director noted that the intention of the guideline is to ensure the citizens <br />of Little Canada have primary use of the City's athletic fields, protect the <br />neighboring residents from exposure to excessive noise and traffic, and <br />prevent damage to the turf and facilities due to overuse. <br />Blesener noted that the guidelines states that users are responsible for the <br />maintenance of the field. He asked if this included general clean -up and <br />trash collection. The Director replied that it did, and noted that users also <br />have the option to contract with the City to have its maintenance <br />employees perform these tasks. Blesener requested that additional <br />clarification be included in the guideline so that there is no confusion on <br />the part of users about this responsibility as well as the option to contract <br />for this work with the City. <br />6 <br />
