MINUTES <br />CITY COUNCIL <br />APRIL 9, 2014 <br />offered the Park Land Acquisition Fund as a source for the additional <br />project cost. <br />McGraw noted the work that has been done to reduce costs for the Public <br />Works -Parks Garage project and asked if this same process has been <br />undertaken for the warming house project. The Director noted that there <br />was discussion last year about potential project modifications, and based <br />on that discussion the architect was authorized to obtain bids. There has <br />been no recent review of this nature. McGraw stated that if the project is <br />over estimate, it would be his hope that cost reductions could be reviewed <br />and considered, similar to the process for the Public Works -Parks Garage. <br />Montour asked if the warming house project would move forward this <br />year. The Director indicated that that was his hope. <br />Blesener noted the project review process that was done in which there <br />was discussion of restroom facilities, roof line, retaining wall, etc. <br />Blesener stated that he thought the bids would have been available by <br />now. The Director indicated that it is his understanding that most of the <br />bids are ready, there are just a few pending. <br />Keis noted the Commission's recommendation for use of Park Land <br />Acquisition Funds, but asked if another source of funding would be more <br />appropriate. The Administrator stated that historically the Capital <br />Improvement Fund or Infrastructure Fund would be used for this type of <br />project. The Administrator stated that if the Council is not comfortable <br />using the Park Land Acquisition Fund, staff could review other funds and <br />make a recommendation. The Director indicated that the Commission <br />would not have a preference which fund it utilized, but was offering the <br />Park Land Acquisition Fund as a possibility. <br />McGraw noted that historically the Park Land Acquisition Fund has not <br />been used for these purposes. He also noted the fact that the budget for <br />the Veterans Memorial has doubled, therefore, the City is being asked for <br />additional financial participation. Montour stated that he did not think it <br />should be a surprise that the City is being asked to pay for the sidewalk <br />given that a sidewalk /trail has been a part of the Park Master Plan for this <br />area. Montour also noted that the Veterans Committee is working on <br />fundraising for this project. <br />Keis stated that if it is appropriate to pay for the sidewalk /trail given it is <br />part of the park land, that was fine. He did not know if the Park Land <br />Acquisition Fund was the appropriate funding source for that <br />improvement. <br />9 <br />
