MINUTES CITY COUNCIL APRIL 9, 2014 Montour agreed that other funding sources for both the sidewalk that is part of the Veterans Memorial and the warming house project should be considered. Montour also suggested that a decision on the warming house project should not be made until the Council has the final numbers. The Administrator suggested that staff do some analysis on funding sources, and agreed that a decision on the warming house should be made when final numbers are available. Keis indicated that he was O.K. with paying for the sidewalk improvement from City funds for trail work. Montour and Boss agreed. There was also consensus that a decision on the warming house funding be made at the time that bids are available. AMEND The Clerk reported that the Council recently approved a temporary TEMPORARY liquor license in conjunction with St. John's School's Spring Auction LIQUOR to be held on Friday, April 25th. The School is requesting that the LICENSE- license be amended to include the playground area as they are planning ST. JOHN'S to have a State Fair theme and will have some outdoor activities. St. SCHOOL John's has hired security to ensure that there are no issues in this regard. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2014 -4 -70 — AMENDING THE TEMPORARY LIQUOR LICENSE FOR ST. JOHN'S SCHOOL SPRING AUCTION ON FRIDAY, APRIL 25, 2014 TO INCLUDE THE PLAYGROUND AREA AS REQUESTED The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. TRAIN Blesener asked for an update on the topic of train whistles. The City WHISTLES Administrator reported that the City continues to get many calls on this issue, and expected that the number of calls will increase as the weather warms up. He noted that the City is still waiting for the study report, so that it can take the next step in the process to get the City declared a quiet zone. The Administrator noted that the process cannot be started until the City has that study. He also indicated that the City of Shoreview would like to coordinate the process with Little Canada, and has informed him that there may be some funding available that could be used for the installation of signals at railroad crossings. The Administrator indicated that Shoreview would like to pursue a 24 -hour quiet zone versus just during evening hours given the amount of activity in their city. 10
