MINUTES <br />CITY COUNCIL <br />APRIL 9, 2014 <br />Montour agreed that other funding sources for both the sidewalk that is <br />part of the Veterans Memorial and the warming house project should be <br />considered. Montour also suggested that a decision on the warming house <br />project should not be made until the Council has the final numbers. The <br />Administrator suggested that staff do some analysis on funding sources, <br />and agreed that a decision on the warming house should be made when <br />final numbers are available. Keis indicated that he was O.K. with paying <br />for the sidewalk improvement from City funds for trail work. Montour <br />and Boss agreed. There was also consensus that a decision on the <br />warming house funding be made at the time that bids are available. <br />AMEND The Clerk reported that the Council recently approved a temporary <br />TEMPORARY liquor license in conjunction with St. John's School's Spring Auction <br />LIQUOR to be held on Friday, April 25th. The School is requesting that the <br />LICENSE- license be amended to include the playground area as they are planning <br />ST. JOHN'S to have a State Fair theme and will have some outdoor activities. St. <br />SCHOOL John's has hired security to ensure that there are no issues in this regard. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -4 -70 — AMENDING THE TEMPORARY <br />LIQUOR LICENSE FOR ST. JOHN'S SCHOOL SPRING AUCTION <br />ON FRIDAY, APRIL 25, 2014 TO INCLUDE THE PLAYGROUND <br />AREA AS REQUESTED <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TRAIN Blesener asked for an update on the topic of train whistles. The City <br />WHISTLES Administrator reported that the City continues to get many calls on this <br />issue, and expected that the number of calls will increase as the weather <br />warms up. He noted that the City is still waiting for the study report, so <br />that it can take the next step in the process to get the City declared a quiet <br />zone. The Administrator noted that the process cannot be started until the <br />City has that study. He also indicated that the City of Shoreview would <br />like to coordinate the process with Little Canada, and has informed him <br />that there may be some funding available that could be used for the <br />installation of signals at railroad crossings. The Administrator indicated <br />that Shoreview would like to pursue a 24 -hour quiet zone versus just <br />during evening hours given the amount of activity in their city. <br />10 <br />
