AI ERIN6 ASSO(U1T1S Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: April 17, 2014 RE: 2014 Street and Trail Improvements Project Bids were opened for the above referenced project at 10:00 a.m. on Wednesday, April 16, 2014 in accordance with the Advertisement for Bids. The project consists of the reconstruction of Schletty Drive including watermain installation, the construction of the Waterworks trail crossing over the BNSF railroad, and trail realignments north of South Owasso Blvd. required because of new well installations. The project also contained two bid alternates including the construction of a three (3) stall parking bay on Little Canada Road for the proposed Veterans Memorial Park and the installation of a catch basin on McMenemy Street. Schifsky & Sons $20,589.28 $ 8,870.20 $602,102.78 Park Construction, Co. $22,889.80 $ 8,637.60 $682,562.70 FPI Contracting, Inc. $21,807.05 $10,776.00 $687,478.35 Minger Construction, Inc. $22,491.00 $ 8,585.00 $736,527.00 Based on the bids received, Asphalt Surface Technologies, Corp (ASTECH) is the low bidder and their bid was slightly lower than the final Engineer's estimate. The low bid received appears to be competitive and the bids have been reviewed for errors and /or omissions. ASTECH has not completed work for Little Canada, but we have had them on projects for other clients and would consider them a responsive and responsible bidder. Information regarding the low bid and the effects of the low bid on the assessments were sent out to the residents of Schletty Drive. The information mailed to the residents is attached to this memo. Residents were asked to contact City staff with any questions or concerns and were invited to attend the Council Meeting. There is an increase in the watermain assessments based on the low bid and we will provide a summary of any concerns received from residents prior to the meeting. While there is a slight increase in the anticipated assessments to the Property Owners receiving a watermain assessment on Schletty Drive we feel the bid is competitive and we would recommend the City Council award the project to the low bidder, ASTECH Corp.
