AI ERIN6 ASSO(U1T1S <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: April 17, 2014 <br />RE: 2014 Street and Trail Improvements Project <br />Bids were opened for the above referenced project at 10:00 a.m. on Wednesday, April <br />16, 2014 in accordance with the Advertisement for Bids. The project consists of the <br />reconstruction of Schletty Drive including watermain installation, the construction of the <br />Waterworks trail crossing over the BNSF railroad, and trail realignments north of South <br />Owasso Blvd. required because of new well installations. The project also contained two <br />bid alternates including the construction of a three (3) stall parking bay on Little Canada <br />Road for the proposed Veterans Memorial Park and the installation of a catch basin on <br />McMenemy Street. <br />Six (6) bids were received from the following companies listed below from lowest to <br />highest total bid: <br />Corporation Alt. #1 Alt. #2 Total Bid <br />ASTECH Corp. $19,370.50 $ 3,809.00 $559,091,76 <br />Hardrives, Inc. $19,347.39 $10,299.17 $594,655.87 <br />T. The low bid <br />received appears to be competitive and the bids have been reviewed for errors and /or <br />omissions. ASTECH has not completed work for Little Canada, but we have had them <br />on projects for other clients and would consider them a responsive and responsible <br />bidder. <br />Information regarding the low bid and the effects of the low bid on the assessments were <br />sent out to the residents of Schletty Drive. The information mailed to the residents is <br />attached to this memo. Residents were asked to contact City staff with any questions or <br />concerns and were invited to attend the Council Meeting. There is an increase in the <br />watermain assessments based on the low bid and we will provide a summary of any <br />concerns received from residents prior to the meeting. <br />While there is a slight increase in the anticipated assessments to the Property Owners <br />receiving a watermain assessment on Schletty Drive we feel the bid is competitive and <br />we would recommend the City Council award the project to the low bidder, ASTECH <br />Corp.
