MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />grout or coating the entire manhole structure with an epoxy coating. City <br />staff will be obtaining quotes for both repair methods and will be bringing <br />a recommendation to the City Council. <br />The Superintendent reported that the majority of the problem, however, is <br />occurring in either Carla lane homes or in the services for these homes. <br />City staff had the Carla Lane sewer lines televised when the groundwater <br />was high and found that 8 of the 28 services have significant clear water <br />running out of them. This indicates that there is either a problem with the <br />service pipe or the sump pump is connected to the sanitary sewer system, <br />which is a violation of the City's ordinance. The Superintendent reported <br />that staff will be conducting inspections of the Carla Lane properties for <br />illegal sump pump connections. If there is a violation, the property owner <br />will be required to bring their pump into compliance or will be subject to a <br />fine. The City's ordinance also provides for a surcharge to the sewer bill <br />for all properties that do not comply with the ordinance. The <br />Superintendent reported that these properties were inspected a number of <br />years ago and were compliant at that time. The Superintendent suggested <br />that if violations are discovered and the needed corrections are made, if <br />future violations are discovered, the surcharge would be collected plus any <br />additional fees at that time. <br />The final issue that the Superintendent noted is that the City of <br />Maplewood contributes to flows to the Keller Life Station. He noted, <br />however, that staff has observed that the overwhelming percentage of <br />clear water is coming from Carla Lane. Maplewood has televised their <br />lines in the past and reported no issues with the main. The Superintendent <br />indicated that he will contact Maplewood to discuss its sump pump <br />program and encourage them to re -inspect the Maplewood properties. <br />The Superintendent reported that this is information for the Council at this <br />time. An additional report with a recommendation will be presented to the <br />Council at a future meeting. <br />WATER The Superintendent reported that painting work on the City's water tower <br />TOWER is scheduled to begin on June 151. The contractor has asked what the City <br />LOGO wants the top of the tower to look like. The Superintendent noted that <br />currently there is a small logo on the north and south sides of the tower <br />and "Little Canada" in block lettering on the east and west sides. The <br />Superintendent reported that the same logo and lettering can be put back <br />on the tower at no additional charge, or an upgrade can be done at a cost to <br />be determined. He indicated that staff feels that the logo should be larger, <br />and also suggested that the lettering font be changed.
