MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />The City Administrator pointed out that the next step is to develop the <br />preliminary plans for improvements at each crossing. The Administrator <br />suggested that if the Council is agreeable, McKenzie put together a cost <br />proposal for preparation of these plans. The Council could act on this <br />proposal at its next meeting. The Administrator noted that the closing or <br />relocation of the Woodlyn crossing may be an option to consider as well, <br />subject to the cooperation of that area's businesses. The Administrator <br />asked if the railroad would help with those related costs. McKenzie <br />replied that Federal grant dollars could be used for a closing. <br />The Administrator again suggested that McKenzie prepare a quote for the <br />development of preliminary plans for crossing improvements. He <br />indicated that City staff would advise the Cities of Roseville and <br />Maplewood of Little Canada's plans to take this next step. McKenzie <br />indicated that the development of these plans will answer a lot of <br />questions for the City. <br />The Administrator asked if the City would meet with impacted property <br />owners as part of the planning process. McKenzie suggested that these <br />meeting would take place as part of this process and could be conducted <br />via an open house or one-on-one meetings. <br />Dick Boss, Bryan Avenue, reported on a recent meeting in the City of St. <br />Paul relative to extension of railroad tracks. Boss indicated that there was <br />a great deal of opposition based on environmental and noise concerns. <br />Boss thanked the City Council for working with residents on this issue. <br />He suggested that Little Canada try to build a rapport with CP on the <br />problems that Little Canada is experiencing. Blesener indicated that he <br />and the City Administrator have met with CP on two occasions. CP has <br />indicated that business is up and they need to use their tracks as they <br />determine necessary. <br />The Administrator indicated that if property owners have concerns with <br />the railroad, they can contact the Community Connect Line at 1-800-766- <br />7912 and register their complaint. The railroad monitors these complaints. <br />McKenzie suggested that in referring to the location, that callers give the <br />crossing inventory number which is posted at each crossing. The Little <br />Canada crossings are a six digit number with one letter and start with 689. <br />The Administrator indicated that Little Canada is seeing a lot of increased <br />activity on the tracks due to the North Dakota oil boom. He indicated that <br />from the research that he has done this heavy activity will continue even if <br />the Keystone Pipeline becomes a reality. <br />7 <br />
