MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />Seaborn stated that it is her understanding that the City would be paying <br />the railroad to do these crossing improvements. Blesener reported that <br />that is correct. <br />A resident asked if the Council was in support of upgrading the crossings <br />so that a Quiet Zone could be established. She also asked if a Quiet Zone <br />could get cancelled. Blesener, Boss, and Keis indicated their support. <br />Keis indicated that the issue is how the City will pay for the upgrades and <br />how quickly those upgrades can be made so that the Quiet Zone can be <br />established. McKenzie reported that the FRA can cancel a Quiet Zone if it <br />is not SSM compliant. If deficiencies are found, cities generally have 1 to <br />2 years to get into compliance before a Quiet Zone would be rescinded, <br />however. <br />McGraw asked if the railroad would have to make crossing improvements <br />if there was an accident at a crossing. McKenzie stated that they would <br />not. <br />Montour noted that it appears that train traffic will increase over the next <br />few years. He asked about the City spending money to make crossing <br />improvements, train traffic increases, CP upgrades the tracks and is then <br />allowed to increase speeds — would the FRA then have cause to determine <br />that the crossings are no longer eligible to be a Quiet Zone. McKenzie <br />indicated that the FRA would evaluate the tracks on a periodic basis, and <br />if SSMs meet their rules and the risk numbers are low, the Quiet Zone <br />would stay in place. If not, the City would have a period of time to make <br />improvements. <br />The Council thanked those present for their participation. Again, the <br />complete Quiet Zone Study is posted on the City's web site. McKenzie <br />will present the Council with a proposal for the development of <br />preliminary plans for crossing improvements at the next Council meeting. <br />RECESS At this point in the meeting, 9:05 p.m., the Council took a short recess. <br />The meeting was reconvened at 9:10 p.m. <br />CONSENT <br />AGENDA <br />Boss introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-81— APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />8 <br />
