MINUTES <br />CITY COUNCIL <br />MAY 8, 2013 <br />Busiest day of the week was Wednesday; <br />The department had 31 firefighters at the end of the year; <br />Average years of service are 18; <br />There were 26 calls for service at Montreal Courts Apartments. <br />Blesener asked if the daytime response was adequate. Smiley replied that <br />typically it is, but not always. He noted that the auto aid response from <br />adjacent fire departments is a benefit to Little Canada, especially during <br />the week and daytime hours, There was then discussion related to the <br />number of calls at Montreal Courts with Blesener asking how many were <br />false alarms. Smiley was not sure, but indicated that about half of these <br />calls relate to burnt food, He indicated that Montreal Courts is one of the <br />biggest users of Fire Department services. Montour estimated that <br />Montreal Courts has 10% of the City's population and generates 10% of <br />fire calls. Smiley noted that many of the calls at Montreal Courts could be <br />preventable. Montour suggested that the Fire Chief and Fire Marshal be <br />invited to attend meetings with Montreal Courts and The Provinces once <br />or twice per year. The City Administrator indicated that he would extend <br />that invitation. <br />Tim Boss commented on possible mold issues at Montreal Courts. The <br />City Administrator pointed out that units are inspected as part of the City's <br />Rental Housing Licensing Program. These units are also subject to HUD <br />inspections, although the Administrator was not sure of the extent of these <br />inspections, The problem hasn't been identified in the City's inspection <br />reports. <br />Smiley then reviewed the fire call summary information breaking down <br />the 224 calls by category. Smiley reported that the Little Canada Fire <br />Department responded to 30 auto aid calls, the majority of which were <br />freeway calls with Vadnais Heights. He estimated that Little Canada <br />received about 10 auto aid calls. Blesener requested that the Fire <br />Department provide the Council with specific information on auto aid <br />calls. <br />Steve Morelan reviewed 2012 actual operating expenses, noting that the <br />Department was $4.05 over budget. Morelan reported that the Department <br />had made an error in preparing the 2012 Budget not including the payroll <br />expenses. As a result, the Department either held the line on some <br />expenses or deferred them to 2013 in order to live within their budget. <br />Morelan then reviewed the Fire Department's Capital Improvement Plan <br />which included new carpeting at the Fire Station (2011 project), sealing of <br />the tile floor (completed in 2011 and 2012 and paid for by the Fire <br />Department), reupholstering of conference room chairs (completed), <br />2 <br />10 <br />
