The proposed location is the <br />2.6 acre parcel at the northwest corner of Spruce Street and South Owasso Boulevard. <br />The property is currently vacant. Land to the north along Spruce Street is zoned 1-1, <br />Light Industrial. Other parcels along South Owasso Boulevard are zoned I -P, Industrial <br />Park. The I -P District includes the following clause: <br />918.025. PROHIBITED USES. The following uses are prohibited in this zoning district <br />as principal uses of property, notwithstanding any other provisions: <br />A. The stockpiling and/or recycling of aggregate materials in cumulative supplies <br />of more than twenty-five (25) cubic yards. <br />B. Asphalt plants, concrete mix plants, or other aggregate materials processing. <br />This provision is also located in the 1-1 district. The zoning ordinance includes an 1-2 <br />District which has a provision for aggregate stockpiling by Interim Use Permit — no <br />concrete mixing is provided for in that district. <br />The purpose of the proposed amendment is to provide a working area for the contractor <br />who is constructing the MNPass lanes for1-35E over the next two construction season. <br />The applicant indicates that there are no available sites within the project area that <br />would accommodate this aspect of the construction. Within the right of way of the <br />freeway, the City's zoning is not effective, but outside of those limits, the contractor <br />needs City approvals to conduct the concrete mixing operations. <br />
