515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766-4029 / FAX: (651) 766-4048
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 9, 2014
RE: Partial Refund of Rental License Fee
MAYOR
Bill Blesener
COUNCIL
Rick Montour
John Reis
Michael McGraw
Shelly Bass
ADMINISTRATOR
Joel R. 1 -Janson
Grand Prix Apartments is being sold to another owner. The current owners have sent a
letter (copy attached) requesting a partial refund of the license fee associated with the 2°`1
year of the two year license. This would amount to $778. (The new owner is subject to a
license fee as well.)
Also attached are the pertinent sections of our Rental Licensing Ordinance, Chapter 3200
of the Municipal Code. You will note by the highlighted language that the licenses are
not transferable. You will also note that proration of license fees for periods of less than
one year may be prorated. Because we made this a two year license, we are not
technically dealing with a period of less than one year. However, the language would
seem to imply that proration should be allowed for unused years of a multiple year
license.
Staff recommends we refund Ted Glasrud Associates MN, LLC the second unused year
(7/1/14 — 6/30/15) of their two year rental license fee totaling $778. Staff would also
recommend that the new owner's license fee be $778 for the same period being refunded.
