MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />Commission that special circumstances exist relative to this business to <br />warrant issuance of the SUP. <br />Motion seconded by Malietzke. <br />Motion carried 6 — 0. <br />AMEND The City Planner reported that Hom Furniture has applied for an <br />PUD — Amendment to Planned Unit Development (PUD) to allow additional <br />3201 retail space as well as sign and display changes at their Dock 86 site at <br />COUNTRY 3201 Country Drive. The Planner noted that the site had formerly been <br />DRIVE — zoned Business -Warehouse (B -W) District when it was occupied by <br />HOM Levitz. When the current owner approached the City proposing a new - <br />FURNITURE style furniture store, the property was rezoned to a specialized PUD <br />District with specific zoning conditions developed for the Dock 86 use. <br />The Planner reported that the owner is now asking to amend the <br />specialized PUD District to increase the amount of retail space for three <br />separate retailers and their associated brands. The retailers proposed are <br />Dock 86, Hom Furniture, and Gabberts. Architectural changes are <br />proposed to the building to create separate building fronts for each of the <br />retailers. The Planner noted that a small addition is proposed on the west <br />side of the building to create a customer pick-up area. <br />The Planner noted that a series of changes are also proposed for signage, <br />display and event aspects. The Planner summarized these changes as <br />follows: <br />o Temporary Sign Size - Up to 200 square feet is currently <br />allowed; no change is being proposed; <br />o Temporary Sign Duration — 65 days per year allowed; <br />proposing 120 days during construction. <br />o Searchlight Display — 20 days on weekends only allowed; <br />proposing 20 days on any day. <br />o Lightpole Banners — Currently not accounted for; <br />proposing allowance on all poles, changeable, no detail <br />provided for sizing. <br />o Inflatable displays — once per year up to 5 days allowed; <br />proposing 3 events, 5 days each. <br />o Outdoor events — 65 days over 20 events; proposing 120 <br />days over 30 events shared between the 3 stores. <br />o Pylon sign — proposing to relocate and remodel to retain <br />existing height of 54.4 feet with sign size to be 400 square <br />feet. Code would allow two pylons of 200 square feet <br />each. Therefore, applicant is suggesting the larger size in <br />- 5 - <br />
