u1 LRIti( hSoa.aTZs <br />Memo <br />Mg NM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: June 20, 2014 <br />RE: Schletty Drive Street Lighting <br />As you recall, residents requested that decorative street lighting be reviewed as part of <br />the reconstruction improvement of Schletty Drive, Staff did research lighting options and <br />presented estimated costs at the Public Hearing that included installation of three lights <br />along Schletty Drive (one at the first curve, one at the second curve, and one near the <br />cul-de-sac) for $17,250.00 and additional lights were estimated at a cost of $2,800.00 <br />each. It was explained that staff was recommending that the lighting costs be assessed <br />100% to the abutting property owners. The three light system installation was presented <br />on the assessment roll as an additional assessment of $958.33 per house. The <br />consensus at the public hearing was that the street lighting should be pursued and there <br />was input at the design review meeting that a 4'h light should be added to the system at <br />the intersection of Little Canada Road and Schletty Drive. <br />After reviewing options for installation and maintenance by Xcel Energy and private <br />contractors, staff determined that the most cost effective option for lighting was to <br />complete the work through private contractors. We worked through Signature Lighting to <br />obtain three quotes for the installation of a 4 light system as part of the street <br />improvements project. The quotes are included with this memo, but the low bid price <br />was $24,026.05 for standard high pressure sodium lights in a style similar to those used <br />on Little Canada Road. In addition we requested pricing for LED fixtures, which would <br />be an additional $320.00 per light. The total cost for the system utilizing LED lights <br />would be $25,306.05, which is $5,256.05 over the estimated costs presented at the <br />Public Hearing assuming a 4 light system. <br />Summary and Input <br />Staff would recommend that if lighting is installed on Schletty Drive the City utilize LED <br />lights on the project. The additional up front cost will be offset by on-going savings over <br />the life of the lights. It was originally presented at the Pubic Hearing that the light costs <br />would be borne 100% by the residents at an estimated assessment per home of <br />$958.33. If that methodology is followed the assessment based on the bid price would <br />be $1,405.89 per home. A second option would be to divide the cost out amongst all the <br />lots along the street, including the 4 City parcels. Based on that scenario the cost would <br />be $1,113.89 per parcel resulting in a City cost of $4,455.56. These are two options that <br />were discussed at staff level and we would ask for direction from the City Council if one <br />of these methods or some other method of financing should be used to finance the <br />lighting.
