Into( 1U O(IATCS
TAR IIOGIA
Memo
TO: Mayor Blesener & Members of the City Council
FROM: Lee Elfering, City Engineer
DATE: June 20, 2014
RE: Spooner Park & City Hall Concrete Work
As you have most likely noticed the concrete entrance into City Hall has deteriorated
over the last few years especially at the joints and is in need of replacement. We are
proposing to complete this work as part of a miscellaneous concrete repair project. As
part of the work at City Hall the drive aisle concrete curb along the entrance will be
removed and replaced with a surmountable curb for easier access along the entire
entrance. In addition to the entrance work it is proposed to complete some curb and
gutter removal and replacement in the lot to fix damaged areas and allow for more
efficient snow removal. The city has included money for this work as part of the
improvements proposed for City Hall in conjunction with the new Public Works
Maintenance Facility.
Some concrete repairs and expansion are also proposed at the Spooner Park Upper
Shelter. Areas of replacement include around the grill on the west side of the shelter
and replacement of the corner panels around the exterior of the shelter. Foot traffic and
poor drainage on the north side of the shelter make grass establishment difficult and the
area is typically bare dirt or mud most of the summer including during the Canadian
Days celebration. We are proposing to extend the concrete area on the north side of the
shelter approximately 10 feet with slight expansions on the east and west.
Due to the similar nature of the work at each site we have combined the work at City Hall
and the Spooner Shelter and are in the process of obtaining quotes. We anticipate
providing an addition to the Council packet next week with the pricing for Council's
review and discussion at the June 251h meeting. We will likely be requesting the City
Council authorize the work at that meeting in order to give the Contractor as much time
as possible before Canadian Days to complete the work at Spooner Park in time for the
City celebration.
If you have any questions please feel free to call me at 763-780-0450 Ext. 3.
10062 Flanders Coun NE — Blaine, MN 55449— (763) 780.0450 fax (763) 780-0452
ZIPROJ\120174E - 2014 Misc.
