The Administrator also pointed out that on <br />October 10, 2006, Mr. Sedaghat came to City offices to discuss reapplying <br />for new CUPs. On October 11, 2006, Mr. Sedaghat comes to the City <br />Council meeting to ask the Council to reconsider their revocation and <br />allow him additional time to bring the property into compliance. The <br />Council declines to reconsider its September 27`x' actions. On October 27, <br />2006, Diana Longrie, attorney representing Valor Enterprises, calls to <br />request a meeting with City staff to discuss working out an exit strategy <br />that is acceptable to the City or alternately some other amenable solution <br />that works out well for the City. A meeting was held on November 8, <br />2006 in which Ms. Longrie expressed Valor's intention to reapply for the <br />previous CUPS and licenses in the December planning cycle. They didn't <br />meet that deadline as the site still did not comply with the now revoked <br />CUPS. The City Administrator outlined additional meetings and contacts <br />that continued throughout November and December of 2006. On <br />December 26, 2006, Ms. Longrie submitted the applications for CUPS, <br />Text Amendments, and Licenses before the Council for considered this <br />evening. The Administrator continued his review of the Valor Timeline, <br />which included requests by the City to Valor Enterprises and Ms. Longrie <br />for completion of the application packet, additional code enforcement, <br />vehicle storage violations by Valor on other properties within the City and <br />surrounding cities, additional citations issued, execution of an <br />Administration Search Warrant for zoning and fire code violations, <br />requests by Valor Enterprise to table consideration of their pending CUP <br />and license applications, posting of the Valor building as unsafe for <br />occupancy, the City being served with Summons and Complaint by Larkin <br />Hoffman, judge denies Valor's motion for Temporary Restraining Order, <br />the hazardous conditions within the corrective order were corrected and <br />the red tags removed from the building. <br />The City Administrator then reviewed in detail his and the Code <br />Enforcement Officer's report dated April 12, 2007 which outlined <br />additional issues at the Valor Enterprise property since the revocation of <br />the CUPS and non-renewal of licenses in September of 2006. Some of the <br />issues outlined in that report include the numerous cars that Valor illegally <br />stored on other properties, retail sales transactions conducted by Valor <br />from his Little Canada site without the proper licensing, an employee of <br />Valor's living at the property, at the last six site inspections there were <br />new cars being stored inside the building, Valor's wholesale license from <br />his Dayton, MN office was revoked by the State so Valor has no vehicle <br />sales licenses at this point. The report also noted that after Valor corrected <br />hazardous conditions on the property, some of those hazardous conditions <br />are reoccurred. There is also evidence of vehicle repair being done on the <br />property without a license. The Sheriffs Department recovered a metal <br />VIN tab from a stolen vehicle from Fred Sedaghat's pocket, and the stolen <br />vehicle was subsequently recovered from the Valor property. <br />16 <br />
