MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />REVISED Blesener opened the Public Review for the revised development concept <br />CONCEPT for Richie Place consisting of 16 single-family lots as proposed by Lauren <br />PLAN - Development. Blesener noted that the City Planner and the Planning <br />RICHIE Commission recommended approval of the concept. Blesener noted <br />PLACE that this proposal is for concept review only. The concept incorporates <br /> property in the Cities of Little Canada and Maplewood, 13 lots being in <br /> Little Canada and 3 in Maplewood. He also noted that there are a lot of <br /> wetland issues that will need to be addressed as the development of this <br /> property moves forward. Blesener also noted that as part of the review of <br /> this concept, the City wants to ensure that the development does not <br /> landlock any properties in this area. <br />The City Planner reviewed the Richie Place revised concept which <br />consists of 16 single-family lots, again, 13 in Little Canada and 3 in <br />Maplewood. The Planner noted that the previous concept consisted of a <br />500 foot cul-de-sac with 12 single-family properties. This concept met <br />City Code requirements; however, the applicant was requested to redesign <br />the concept to provide future access to the properties to the east and west. <br />The Planner noted that the road in the revised concept bends to the west in <br />a temporary cul-de-sac and has a stub road to the east. These provide <br />future access to adjoining properties. The proposed cul-de-sac is longer <br />than 500 feet. The Planner noted that while the Code limits cul-de-sacs to <br />500 feet in length, the Subdivision Code also requires access to <br />neighboring properties. Given the shape of the Richie property, these two <br />Code requirements are in conflict with one another. In weighing the two <br />requirements, staff felt it more important to provide the future access <br />points. The Planner noted the discussion at the Planning Commission <br />meeting and the split vote of the Commission (~l in favor of the proposed <br />concept and 2 against). The Planner indicated that the split vote was in <br />response to neighborhood concern about feasibility of the development of <br />neighboring parcels, especially the property to the west. <br />Phil Soby, Lauren Development, reported that the Richie Place concept <br />was revised to provide for future road connections to the east and west. In <br />doing so, the cul-de-sac became loriger and the number of lots increased. <br />Soby indicated that Lauren Development would not be requesting a <br />Variance for cul-de-sac length, since it was his position that the length of <br />the cul-de-sac would be measured from the point of the future road <br />connections. <br />Allan asked how City Code determined cul-de-sac length. The City <br />Planner replied that if nothing else develops, the cul-de-sac is measured <br />from LaBore Road to its end. If adjoining properties develop and there is <br />another outlet, the cul-de-sac is measured from the stub road connection. <br />As currently proposed, the cul-de-sac is measured from LaBore Road. <br />2 <br />
