MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />Allan noted that the 1,000 foot cul-de-sac as proposed would require a <br />variance. <br />Soby indicated that given their plat does not require the road connections <br />to the east and west and they were being provided for the greater good of <br />the community, it was his feeling that a Variance would not be necessary. <br />Allan noted that in the previous concept review Soby was directed that <br />Richie Place could not landlock abutting properties. Allan indicated that <br />future road connections could be provided while still maintaining the cul- <br />de-sac length at 500 feet. <br />Blesener noted the City Engineer's 2004 report relative to the impact that <br />existing wetlands have on development potential to the west. The City <br />Engineer reported that in 2004 he looked at the existing grades and <br />wetland delineation for this area and determined that it would be very <br />difficult, if not impossible, to connect a road through this area to Arcade <br />Street. At that time a thoroughfare concept was developed, which shows a <br />cul-de-sac extending through the Richie property with a cul-de-sac <br />curving west to pick up potentially developable land, and a road to the east <br />connecting to Beam Avenue. <br />Blesener asked if Maplewood has reviewed the Richie Place concept. <br />Soby reported that he discussed the concept with Maplewood's planner <br />who suggested that it be presented to Little Canada first. Soby indicated <br />that he has not reviewed the concept with the Watershed, but he did have a <br />wetland delineation done for the property within the last 35 to 45 days. <br />Soby noted that his concept includes a line delineating wetland location. <br />The City Administrator reviewed a diagram put together by the Watershed <br />based on a review of aerial photography and existing topography which <br />estimates the wetland areas. The Administrator pointed out that the only <br />way to determine the actual wetland edges is to do delineation. Soby <br />noted that the Watershed diagram is an estimate, and pointed out that he <br />had an actual delineation done. <br />The City Engineer stated that only the Watershed can approve the wetland <br />boundary, and noted that delineation cannot be done until at least May 1 S` <br />when wetland vegetation is established. <br />Soby indicated that the Watershed would be his next step in moving <br />forward with the concept. Soby stated that he is aware that a Watershed <br />permit will be required for this development. The concept was proposed <br />for Council reaction and recommendation, prior to proceeding with more <br />expensive analysis of the development. <br />
