MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />ELECTRONIC The City Planner reviewed his report dated April 10, 2007 relative to the <br />BILLBOARDS issue of electronic billboards He indicated that the Planning Commission <br />will be do some additional review of this issue at its next meeting. The <br />Planner reported that the League of Minnesota is also conducting a study <br />of this issue. He noted that the City has a moratorium in place relative to <br />freeway signage that runs into September of 2007. The Planner indicated <br />that once the Planning Commission has made a recommendation, this <br />matter will be brought to the Council for action. <br />WATER MAIN The City Administrator reviewed the Public Works Superintendent's <br />LEAK report dated April 17, 2007 relative to leak detection in the City's <br />DETECTION watermain system. Leak detection is apro-active means of addressing one <br />cause of water loss in the City's distribution system. Leaks are generally <br />found at hydrants and water service connections, and are a documented <br />problem in the Country Drive area given corrosive soils. <br />TKDA has quoted a price of $2,900 for a leak detection survey. Once the <br />survey is completed, staff feels it would be best to utilize St. Paul <br />Regional Water Services to more accurately pinpoint and repair leaks. <br />The City Administrator indicated that this detection and repair of leaks is a <br />good preventative maintenance practice for the City. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-4-707-AUTHORIZING TKDA TO <br />PROCEED WITHA LEAK DETECTION SURVEY OF THE CITY'S <br />WATERMAIN SYSTEMAS RECOMMENDED BY THE PUBLIC <br />WORKS SUPERINTENDENT AT A COST NOT TO EXCEED <br />$2,900.00 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ADJOURN Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-4-I08 -ADJOURNING <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0).
