MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />can be shortsighted and counterproductive to the common good. <br />Himmelbach felt that in addition to a wetland delineation of the area, the <br />City should also review and rely on the U.S. Government Wetland Maps. <br />Blesener noted Himmelbach's statement at the Planning Commission <br />meeting that he might be interested in developing four lots on his property <br />located immediately east of this plat. Blesener asked if Himmelbach had <br />changed his mind. Himmelbach presented some diagrams showing the <br />high ground on the Richie property, as well as some wetland maps that he <br />obtained from the Watershed. <br />Gary Quam, 2934 LaBore Road, noted that the City Engineer's 2004 <br />concept thoroughfare plan shows the westerly cul-de-sac through his <br />property. Quam indicated that when the developer first proposed 41 <br />townhomes on the site, the neighborhood was very upset. The <br />neighborhood felt that the revised concept showing 12 single-family lots <br />and a 500 foot cul-de-sac was reasonable and fit the character of the area. <br />Quam indicated that the 1,000 foot cul-de-sac and 161ots being considered <br />this evening were problematic, and encourage the developer to go back to <br />the 121ot proposal. Quam noted that the wetland and elevation <br />considerations in this area have been discussed for many years. He did not <br />feel that this particular area was similar to any other areas in the City <br />where the long cul-de-sac with stub roads were utilized to provide for <br />future development. Quam suggested that the developer be limited to a <br />500 foot cul-de-sac at this time, with the potential for extension should <br />adjacent land develop and road connections can be made. <br />Jolene Gores, 2870 Arcade Street, presented a wetland map that she <br />obtained from the Watershed which showed more wetland impact than the <br />Watershed estimate presented this evening. Gores questioned the ability <br />for further development of the property to the west based on the wetland <br />information she has. <br />Blesener noted that there are a lot of different opinions being expressed <br />this evening on the extent of the wetlands, and indicated that the only way <br />to be certain is to have a wetland delineation that is reviewed by the <br />Watershed. <br />Gores indicated that she did not feel it would be possible to develop any of <br />the Fahey property given the extent of wetlands as well as area that would <br />be required for road right-of--way and setbacks. Gores also indicated that <br />the Watershed informed her that they would not approve a temporary cul- <br />de-sac in a wetland area. Blesener noted that the City would not consider <br />a proposal that had a temporary cul-de-sac in a wetland or wetland buffer. <br />
