MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />Soby agreed that the revision was in response to the recommendation of <br />the Planning Commission. He also noted that the extra lots gained in the <br />revision, are actually offset by the additional cost of the longer cul-de-sac <br />and road connections. <br />Blesener pointed out that there are other areas in the City where cul-de- <br />sacs longer than 500 feet were approved with stub road connections to <br />provide for future development of adjoining property. A diagram of the <br />Yorkton Ridge/Concetta Way/Burke Lane area was shown as an example. <br />Tom Roycraft, 2910 Arcade Street, indicated that the neighborhood did <br />not receive the City Engineer's March, 2004 report. Roycraft indicated <br />that his interest is the extension of a road connection west to Arcade <br />Street, and noted that the City Engineer has indicated in his report that this <br />connection is not feasible. <br />The City Planner indicated that the City is not sm•e whether a road could <br />be connected to Arcade Street, but pointed out that, at a minimum, there is <br />the potential for a cul-de-sac from Richie Place to the west to allow for the <br />development of some of the properties to the west. <br />Roycraft questioned allowing a cul-de-sac longer than 500 feet. Roycraft <br />felt the cul-de-sac should be kept to 500 feet and only extended at the time <br />that development of adjacent properties occurs. Roycraft noted that given <br />wetland conditions in this area, the development of each individual <br />property will have its own specific concerns and issues. Roycraft felt that <br />there was little, if any, developable property to the west. <br />Blesener noted that the development potential of the properties to the east <br />and the west must be considered as part of the Richie Place development. <br />Roycraft felt that wetland locations will prevent development to the west. <br />Blesener felt there was enough information on hand showing that there <br />was some developable property to the west. Blesener agreed that it may <br />not be feasible to extend a road all the way to Arcade Street, but it may be <br />feasible to extend a cul-de-sac from Richie Place to pick up some <br />additional development. <br />Roycraft felt that a full wetland delineation of the area must be presented. <br />The City Administrator noted that the diagram prepared by the Watershed <br />is not a full delineation, only an estimate based on aerial photography. <br />The Administrator agreed that delineation must be done. <br />Dave Himmelbach, 2970 Arcade Street, read a letter dated April 25, 2007 <br />for the record. In that letter he urged the protection of wildlife habitat in <br />this area, and indicated his feeling that commerce and financial interests <br />
