MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />developer can then take that input and use it in developing a preliminary <br />plat along with engineering, wetland, drainage, etc. information. <br />Blesener stated that he was willing to allow a cul-de-sac longer than 500 <br />feet if road access can be provided to the east and west. <br />McGraw stated that his reservation in acting on the concept is the lack of <br />wetland information at this point. McGraw stated that he did not want to <br />mislead the developer nor the neighboring property owners. <br />The City Administrator noted that the concept review allows the City to <br />set some guidelines without binding itself or the developer. It provides the <br />developer with some preliminary indication of the City's development <br />preferences. <br />Blesener stated that if the wetland delineation shows there is developable <br />property to the east and the west, then he wants the future road <br />connections. With those connections, he was willing to approve a cul-de- <br />sac longer than 500 feet. Blesener stated that his position was that <br />everything else will have to meet ordinance. <br />Soby again stated that they are aware that Richie Place will have to <br />comply with Watershed requirements, and indicated that they are only <br />seeking concept approval subject to requirements. Soby stated that they <br />are aware that the plat could change and the number of lots reduced as <br />they move to preliminary plat and must comply with engineering and <br />Watershed requirements. Soby noted that the questions raised this <br />evening are typical discussion at the preliminary plat level. <br />Allan stated that she agrees with the concerns raised by the neighbors. <br />She noted that this is an environmentally sensitive neighborhood. Allan <br />felt that limiting the cul-de-sac to 500 feet did not preclude its future <br />extension when the properties to the east and west are developed. Allan <br />stated that she preferred the 121ot proposal, noting that the addition of <br />stub roads in that proposal may result in the loss of 1 lot. Allan did not <br />support the 1,000 foot cul-de-sac with 161ots. <br />Soby again noted that it was typical to measure cul-de-sac length at the <br />stub road connection. The City Planner stated that the Code provides for <br />measuring this cul-de-sac length from LaBore Road. At the time the stub <br />roads are constructed, any resulting cul-de-sac would be measured from <br />the stub road connection. Allan noted that under the City's Code a <br />variance would be required for the proposed cul-de-sac. Allan noted The <br />Preserve development, and the City's requirement for a second road <br />connection. <br />
