MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />Soby indicated that there is definite interest for additional development to <br />the east and west. Allan noted that a 500 foot cul-de-sac would not <br />preclude a future connection to the east and west. <br />Roycraft asked when further consideration of the Richie Place <br />development will occur, and asked if an actual wetland delineation will be <br />done. The City Administrator indicated that if the Council acts on the <br />concept this evening, the Richie Place development would not be <br />considered until the developer makes application for preliminary plat. At <br />that point a public hearing would be scheduled, and property owners <br />within 350 feet of the proposed plat will be notified. <br />Himmelbach stated that he would rather that the U.S. Geological Service <br />be accepted as the final authority on the wetland issue than the Watershed <br />District. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />Ms. Allan made a motion to deny the concept review for Richie Place as <br />presented by Lauren & Company. This motion died for lack of a second. <br />Montour noted that the wetland delineation will dictate the length of the <br />cul-de-sac and the number of developable lots. He suggested that given <br />the wetland location, the lots proposed in Maplewood may not be <br />developable. Montour also stated that he did not want to see Maplewood <br />grant lot size variances for any lot proposed in Maplewood. He felt those <br />lots should also meet Little Canada minimum lot sizes. Blesener stated <br />that based on his discussions with Maplewood, he did not believe <br />Maplewood grant lot size variances. <br />Allan indicated that shoreland standards would have to be met. The City <br />Planner indicated that the lots are not shoreland lots as they do not abut a <br />DNR designated lake. Therefore, shoreland standards do not apply. <br />Montour also felt that the developer should stagger lots or building pads so <br />the resulting development is not a line of houses all in a straight row. <br />McGraw introduced the following resolution and moved it is adoption: <br />RESOL UTION N0.2007-4-95 -APPROVING THE RICHIE PLACE <br />CONCEPT REVIEW CONSISTING OF 16 SINGLE-FAMILY LOTS <br />AS PROPOSED BY LAUREN DEVELOPMENT COMPANY <br />
