MINUTES <br />CITY COUNCIL <br />JUNE 11, 2014 <br />WATER <br />TOWER <br />PAINTING <br />STORM <br />WATER <br />POLLUTION <br />PREVENTION <br />PROGRAM <br />The Public Works Superintendent reported that work has started on the <br />repainting of the City's water tower. The tower will be painted on both <br />the inside and outside and a larger logo and different style lettering will be <br />painted on the tower. The entire process will take 6 to 8 weeks. The <br />Superintendent noted that the tower has been drained and the City is <br />currently utilizing the pumps at its booster station to provide water service <br />within the City. <br />Mayor Blesener opened the Public Hearing to receive the City's annual <br />Storm Water Pollution Prevention Program (SWPPP). <br />The Superintendent reviewed in detail the City's annual SWPPP report <br />with is a requirement of its licensing. He also noted that there has been a <br />great deal of rain recently, and encouraged residents to contact the City <br />with any storm water issues. In reviewing the SWPPP report, the <br />Superintendent covered various required topics, the first of which <br />addresses the City's efforts relative to Public Education & Outreach. He <br />noted the storm water related articles included in the City's newsletter <br />educating the public with regard to preventing grass clippings in the street, <br />issues relative to fertilizers and detergents. The next report requirement <br />relates to Public Participation with the Superintendent noting this <br />evening's hearing as well as the fact that the City encourages comments <br />and input from the general public on this issue. Illicit Discharge & <br />Detection is another component of the report with the Superintendent <br />noting the City encourages any instances of illicit discharge to be reported. <br />He pointed out that City employees are trained to detect and address illicit <br />discharge into the storm water system. With regard to Construction Site <br />Run -Off Control, the Superintendent reported that the City works with the <br />Watershed on this issue. The City's Building Official as well as the City <br />Engineer's office monitor run-off control as well. Post Construction <br />Inspections are also done to ensure that storm sewer systems have been <br />installed and are working properly. Pond & Outfall inspections are done <br />periodically, and good general maintenance practices are followed. The <br />Superintendent reported on the amount of salt usage this past winter, <br />noting that the amount of salt utilized is kept to the minimum necessary to <br />ensure that roads are in safe driving condition. <br />Blesener suggested that residents monitor storm sewer drains, if possible, <br />to ensure that they are clear of twigs and debris. The Superintendent <br />indicated that this help would be appreciated, and also noted that seasonal <br />workers are sent out after storms to clean/unblock storm sewer drains. <br />2 <br />
