�LHCRIUG 4ISSO(I41T[S <br />TAUT: HAM <br />Memo <br />TO: Honorable Mayor & City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: June 25, 2014 <br />RE: Tower Valve Replacement & Noel Drive Sidewalk Connection <br />Tower Valve Replacement <br />The Water Tower project is moving along as anticipated and should be completed in the <br />next 3 to 5 weeks. While the work is being completed the tower has been isolated from <br />the City's water system and drained. Shortly after isolating the tower to begin the project <br />it was discovered that the valve between Noel Drive and the Water Tower does not <br />completely seal. While a small pump is sufficient to allow work to continue in the Water <br />Tower this valve should be replaced and this is the opportune time to complete its <br />replacement since the water tower is already off-line and drained. We are <br />recommending that the Tower line be excavated and a new valve be installed between <br />the existing valve and the Water Tower at this time. The exact depth of the watermain <br />as it runs between Noel Drive and the Water Tower is unknown and it is possible that <br />there could be impacts to the existing retaining walls. We have not obtained pricing from <br />Contractors for this work, but estimate the cost could be $10,000 to $15,000 depending <br />on the amount of disturbance and the location of the valve installation. <br />Noel Drive Sidewalk <br />The installation of sidewalk along Little Canada Road and pedestrian movement around <br />City Hall spurred discussions at staff level regarding the need for a connection between <br />the Little Canada Road sidewalk and the trail system along Gervais Creek and Gervais <br />Mill Park. There is not sufficient right-of-way along the west side of Noel Drive for a <br />sidewalk installation, however; a sidewalk connection along the east side of Noel Drive is <br />possible and seems to provide a needed connection of these two systems. There are <br />some challenges associated with this route, specifically the steep grades and retaining <br />walls between the Park and City Hall driveways. <br />A proposed route for a 6 -foot sidewalk with a 6 -foot boulevard is shown on the attached <br />exhibit. Two options are shown for extending the sidewalk from the Gervais Mill Park <br />parking lot to the trail on the northwest side of the creek. The sidewalk would require <br />significant modifications and additions to the existing retaining walls along Noel Drive. <br />Depending on the final sidewalk alignment we would estimate retaining wall work in the <br />range of $50,000 - $80,000 to accommodate the new sidewalk.
